Dear Family,
I offer my sincere condolences upon the passing of Commissioner Ballard. Rodney served his community and Commonwealth in so many capacities, I just don´t know by which he would most like to be addressed and remembered! A true patriot and esteemed public servant. It was my privilege to have worked with him on a number of cases and situations as Pendleton County Attorney. No one worked harder or prepared better to help see that justice was done. I am dismayed to find that he has passed to his eternal reward, but pleased that he will have received a "Well Done" Citation of Merit!
May the Good Lord afford comfort....
