Fred was born on May 17, 1958 in Mesa, Arizona on Chandler Air Force Base to Arnold Grady and Gladys Cummings Carter, who awaited his arrival and greeted him at the Gates of Heaven. He was a resident of Harrell, before making his home at St John's Place in Fordyce.
Left to cherish his memories are his children Jordan Carter & Cortney of North Little Rock & Hunter Carter & Chana of Hampton. Three Grandchildren, Trevor, Trent and Reese of Hampton. His "Favorites" Charlyn "Sissy" Hackett and Ashley Gates-Loyd. Sisters Glenda Gaenzel of Pleasanton, Texas and Paula Sue Gates of Harrell.
