Roscoe Edison Elkins Jr.

Ed Elkins died on January 14, 2026 in Washington, DC after a 12 year struggle with Alzheimer's disease. He was born December 7, 1939 in Clarkton NC and was raised and worked on his family tobacco farm. He excelled at North Carolina State University graduating with a degree in Mathematical Engineering, moved to New York where he met his beloved wife Angela, and worked at the United Nations Association and later at the United Nations. The couple moved to Washington where Ed took a position at the US Equal Employment Opportunity, Commission where during his career he served as Management Director and a member of the Federal Senior Executive Service. He worked at various positions in San Antonio, TX, Charlotte, NC and at the International Association of Human Rights Agencies in Washington. He maintained his lifelong commitment to civil and human rights. Ed and Angela were world travelers and also made many trips back to North Carolina, and to NY for theatre and opera.Ed was an avid bridge player, and loved cooking and developing recipes for his friends and family. He was most devoted to his family and was always happy to spend as much time as possible with his wife, children, and later was delighted by four grandchildren.
He is survived by Angela, his wife of 57 years; Son Hayes (Joanna) and granddaughter Maggie; Daughter Cara (Josh); and grandchildren Pace, Nikolai and Rocio; Sister, Diane Lambeth; nephews Alexis and Tate, and grandnephew Lock; Sister-in-law law Anne Marie Elkins and Sister-in-law Alix Valenti; and nephew Christopher, and so many friends both near and far - who mourn with us.
A celebration of his life will be scheduled at a later date.
