SANTA FE - Roxanne Jeannette Werner Baker passed away at the age of 81 on Tuesday October 21, 2025. She was born on August 15, 1944 in Galveston to Ernst Hermann Werner and Elsie Jeannette Fremont Werner.
Roxanne grew up in Galveston until they moved to Alta Loma in 1954. She graduated from Santa Fe High School in 1962. She met Thomas Edward Baker, and they started a family in August 1963. They had three children: Tanya Elise Baker, Thomas Edward Baker, Jr. and Tyra Elena Baker.
Roxanne was preceded in death by her parents, Ernst and Jeannette Werner; husband, Thomas Baker, Sr.; son, Thomas Baker, Jr.; daughter, Tyra Baker; brother, Richard Werner, Sr.; nephews, Daniel Werner, Michael Werner, and sister-in-law Jesusita (Gloria) Werner.
Survivors include her daughter, Tanya Baker of Bryan, Texas; her aunt, Helen Matthews of Logansport, Louisianna; Tom's wife, Vicki Jo Baker; sister-in-law, Marie Claire Werner; brother, Ernst Werner, Jr; nieces and nephews, Lisa Clements and husband, Bret, Ernst Werner, III, Eric Werner and wife, Marisa, Michelle McClane and husband, Mike, Christine Welsh, Richard Werner, Jr. and wife, Sharon, Martine Werner, Annette Werner; great-nieces and nephews, Justin Clements, Paige Clements, Tristan Clements, Schuyler Reidel, Miranda Reidel, Jacqueline McClane, Forrest Wyatt McClane, Justin Welsh, Meredith Werner, Mallory Werner, Grant Werner, Erica Werner, Erin Werner, Marie-Noelle Werner, Etienne Werner, Rolande Werner; many other family members throughout Texas and Georgia. Also left to treasure her memory are "Padre John," Betty Bernardo Giannoulis (her best friend from high school), and her many friends from work over the years.
Roxanne was involved at Northside Elementary in Texas City when her youngest daughter, Tyra, was in elementary school. They would make gingerbread houses for Mrs. Starkey's class, and she would help in the classroom. She enjoyed volunteering at the school. She loved nature and enjoyed traveling, museums, and history.
After her husband passed away, Roxanne worked at a plastic factory in south Houston for a while and eventually started working as a security guard at the refineries in Texas City and the Houston area. She took her work seriously and was very dedicated. She retired from her security work to devote her time and financial support to the care of her parents.
She had a great sense of humor while also being very dedicated and committed to what she was doing. When she talked about working security at the refineries, she always mentioned how she was dedicated to making sure things were done correctly. If someone entering needed to have a safety card, they had to do the training to get the card, even if he was one of the owners of the refinery. The owner made sure he got the Texas Flag sticker on his card too. She always made things a little more special.
She and Tyra painted rocks. She once painted a rock to look like a finger – she placed it by the security gate on a "bloody" napkin. Someone thought it was real and they were looking for who had lost a finger. Another time she made the boss at the refinery a birthday card that looked like a ransom note I think she said it made it all the way to his office before someone assumed it may be dangerous.
Roxanne was known for her "gold dollars" – giving them out to family members for special events or even as tip money. It was a treasure to receive a small bag of gold dollars during the holidays or for birthdays.
Over the last few years, Roxanne had become the "Crazy Cat Lady." She began feeding a kitten that was "dropped off" at the property. That kitten had two litters before enlisting help trapping and taking cats to the Animal Alliance in La Marque to get them spayed or neutered. There are still a few "barn cats" looking for a good home. They are excellent hunters and love to cuddle.
Graveside services will be conducted at 2:00 p.m. Friday, December 5, 2025, at Hayes Grace Memorial Park Cemetery.
