Roxie Anne Rowe, age 76 of Toledo, passed away peacefully on August 2, 2025, at Orchard Villa. Roxie was born to Robert and Goldie (Phipps) Estep on December 25, 1948, in Elizabethton, Tennessee. Roxie was a sweet, kind, loving soul. She loved her family beyond words. To know her was to understand that not only was she the most giving person you have ever met, but she was also very funny and witty. Beautiful inside and out, Roxie will be missed greatly.
Roxie is survived by her husband Edward; children Laura Garcia, Trina (Brian) Heaton, and Jay Salyers; close nephew John Estep; and many grandchildren and great-grandchildren
She was preceded in death by her parents, her son, William “Billy” Salyers Jr., father of her children William Salyers Sr., and her siblings, Andrew, Robert, Cora, Edith, Fina, Leslie, Georgia, Gary, and Sexton.
A memorial gathering will be held at Freck Funeral Chapel, 1155 S Wynn Rd in Oregon, Ohio on Friday, August 8, 2025 from 1 until 3 p.m. A memorial service will be held at 3 p.m.
