Stephen Lewis Garman

I miss Steve's sharp intellect and impressive knowledge of municipal issues. My favorite memory of Steve is when he and I went over to Champaign in September, 2000, to see the California Golden Bears play the University of Illinois. We had great conversation and a memorable time. Illinois won 17-15. Steve was a fine city manager, decisive and knowledgeable.

Steve was hired as City Manager of Decatur, Illinois, in 1999. I was a member of the city council at the time. Steve was a dynamic manager and made a lot of things happen. He left the city better than when he arrived. Steve had a great sense of humor and some impressive culinary skills. I am sorry to learn of his passing and send best wishes to his family.

A GREAT man who loved his family very much.
He gave generously to help MANY people, and had an enormous impact on those who knew him.
Brilliant and witty beyond measure, Steve loved studying physics and critiquing movies. He was a VISIONARY who left his mark and positive impact on many cities and communities.
I thank God for this dear man...He is asleep in the Lord and now knows of His PERFECT LOVE.
