Tom was one of, if not the greatest leader in law enforcement during his career. He was a mentor, friend and role model to those who chose to listen.
Tom once told me that everyone achieves Sainthood in death. I choose to believe his compassion for family, friends and co-workers made him Saintly in life. You will be missed, but never forgotten.

Major Moonier was a man I always respected during my SLCPD career. From first meeting him as a St. Louis Police Cadet in 1973 and through my time with St. Louis County, he could always be relied upon for guidance. I send my prayers to Rita and the family.
