It is with deep sadness that we learned of the passing of Chief Hayward. M. Hayward´s many years of public service are exemplary of his character and commitment to his community, the state of Vermont and his country.
In his role as Governor Douglas' Chief of Staff, M. Hayward sowed the seeds of what is now a blooming and perennial cooperative partnership between Vermont and Québec. He tented to the relationship with care and passion throughout his subsequent roles; sharing his passion, integrity and love for Vermont and her neighbors to the North. Merci, Chief Hayward, de votre amitié et complicité au fil des années.
On behalf of the Québec Government, we wish to convey our deepest condolences to Chief Hayward's family as well as to the entire Vermont community. May you be comforted by the outpouring of love surrounding you.

Tim was a true mentor to me and to many in association work, Rotary International and government affairs. He is the only person I ever played racquetball against who wore knee pads on the court for diving in the corners after the ball. I have been privileged to enjoy his friendship and advice for much of my own life. He is greatly missed.
