Virginia was born September 2, 1930, in Powhattan, Kansas to Isaish Cornelius and Ollie Bell Owens. Virginia was the youngest of eight children and grew up and attended school in Powhattan graduating high school on May 27, 1944.

On June 10, 1952, she married Fredrick Lewis Hirsch also of Powhattan, in Nortonville, Kansas. Fred joined the Air Force and was stationed at Sandia Army Base, which was an atomic weapons research and storage facility near Albuquerque, New Mexico, where they had their first son Steven Carl on September 25, 1953. Their next post in 1955 was Alconbury Air Base in England and then back to the Pentagon in 1958, giving birth to her second son Bradley Dean on October 28, 1959. In March of 1964, Fred received orders to Elmendorf Air Force Base, Anchorage, Alaska, then after four years back to the Pentagon in 1968. They purchased a home in Dale City in 1968, and Fred retired in 1972.

They purchased their retirement home in Lorton, Virginia in 1980, where they lived until Fred's death in 2016. Then she lived alone there until March of 2024 when she moved to Harmony at Falls Run that spring where she resided until her passing.

Virginia was preceded in death by her parents, her husband, and all of her siblings. Virginia is survived by her two sons Steven and Bradley, their wives Patty and BJ, seven grandchildren, and nine great-grandchildren.
