Watson Randolph Phillips, 85, of Shiloh, passed away Saturday, January 17, 2026 at his residence.
Best known by all as "Randy", he was born on March 29, 1940 in Shiloh, the son of Thomas Watson Phillips and Ruth Chapman Phillips. He was a lifelong resident of Shiloh and member of Old Shiloh Baptist Church. He was a 1959 graduate of Harris County High School. He then earned a degree from West Georgia College. He served as state representative in the Georgia state legislature from 1968 until 1988, always fighting for the interests of the local people who elected him. After his career in politics, he retired from the Georgia Department of Revenue. He also served as a city councilman in Shiloh for many years following his legislative service. Randy enjoyed collecting coins and stamps. He also enjoyed collecting vintage rock posters. He would annually travel to San Francisco to source rare vintage posters. He held rare posters from bands such as the Grateful Dead and Jefferson Airplane. He enjoyed life's simple pleasures. He is preceded in death by his parents, and grandparents, Robert C. Phillips and Lovella Young Phillips.
He is survived by his sister, Mauriel Ann (Rick) Joslyn of Sparta, GA; nephews, Alexander (Aoi) Joslyn of Atlanta and Nicholas Joslyn of Athens, GA; and many cousins and other extended family.
A Celebration of Life will be held at Old Shiloh Baptist Church on Saturday, February 21, 2026 at 3:00 PM.
In lieu of flowers, memorial contributions can be made to the First Baptist Church of Shiloh Cemetery Fund, P. O. Box 253, Shiloh, GA 31826.
