William Carter Obituary

William "WF" Floyd Carter, Jr., age 64, of Covington, died Tuesday, February 17, 2026, at his residence.

WF was born January 13, 1962, in Alleghany County, and was preceded in death by his parents, the late William F. "Bill" Carter, Sr. and Martha "Eunice" Baily Carter Quantz; a sister, Janet Melvins; and a brother-in-law, Dale Lowry, Sr.

He will greatly be missed by his wife, Alicia Smith Carter; a son, Josh Carter; a daughter, Whitney Carter; two granddaughters, Jaci Cade and Timber Carter; three sisters, Dolly C. Lowry, Barbara (Bob) Shifflett, Billie Carter, all of Covington; a special cousin, Gary Carter of Covington; his dear mother-in-law, Ethel Smith of Covington; and a host of nieces and nephews.

Prior to his retirement from UPS, William was employed at WestRock in the Power House for many years and retired from there. During his leisure time he enjoyed hunting, classic cars and spending time with his family.

Honoring Mr. Carter's wishes, his body has been cremated and a private service will be held at a later date.

The family request that memorial contributions be made in lieu of flowers to Kars Unlimited, Inc., P O Box 851, Covington, Virginia 24426.

Arritt Funeral Home has been entrusted with handling the arrangements for "WF".

So sorry to hear about this! I have many fond memories of Willie in his younger days. He was one of the good guys and always smiling. So sorry for the Families loss.
