William "Billy" R Finnegan Jr

December 10, 1966 ~ January 19, 2026

Billy Finnegan, 59, passed away peacefully after a brief illness on January 19, surrounded by family. He was born in Richmond, VA on December 10, 1966, the son of William and Evelyn Finnegan. He spent 30 years living with his Oak Hill family and friends before moving to Community Systems for the last 8 years where they continued to love and care for him as one of their own.

Billy enjoyed car rides, being around water and nature, watching movies, listening to music and supervising others doing chores such as mowing and working on cars. His sense of humor was tremendous. He loved hearing people get in trouble and slapstick comedy. Children always brought a smile to his face and if they got into mischief, even better.

Billy is survived by his father, William Finnegan and sister, Allison Finnegan, both of Enfield. He is also survived by his niece Jocelyn Finnegan of Enfield, his nephew Mark Finnegan and fiancé Rebecca Vesco of Enfield as well as his great nieces, Haven and Everleigh, and great nephew Jameson. He also leaves behind many cousins and others that became family through the love and care they gave him during his time at both Mountain Road and Sage Way.

He is predeceased by his mother Evelyn "Pat" Finnegan as well as many aunts, uncles and grandparents.

The family is forever grateful to the compassionate staff at Charlotte Hungerford Hospital, who guided his family through a difficult time and lovingly cared for him in his final hours. They are also grateful to all those associated with both Mountain Road Group Home and Sage Way Group Home for loving Billy like family and caring for him through all the ups and downs in his life.

Services will be held Friday, January 30, 2026, at 7:30 p.m. at Browne Memorial Funeral Chapels, 43 Shaker Road, Enfield. Calling hours will be from 5:30 to 7:30p.m. at the funeral home.
