William Edward Foley Jr. of Lusby MD passed away peacefully on February 26, 2026.
Born July 26, 1936 in Washington DC, better known by friends and family as Bill or Buster, a nickname he was given by his mother as a child because he would "bust everything up". Ironically, as an adult he had the ability to fix anything. You name, he would fix it.
Bill had a lifelong love for Corvettes. He knew every detail of every model, having a remarkable ability to talk for hours about their design, performance, and history. His passion for cars also showed in his years of drag racing, a hobby that brought him joy and excitement. Bill loved being on the water as well, owning several boats during his lifetime that gave him countless peaceful days outside. He also enjoyed gardening, growing all kinds of vegetables and sharing them with his loved ones. Bill loved to golf as often as he could, often enjoying a round of golf and then a good meal with friends.
A proud conservative patriot, Bill deeply loved his country. He served in the United States Army 11th Airborne Division, where he was stationed in Augsburg, Germany and worked as a radio operator. He was also a skilled marksman, earning the level of Sharpshooter Expert. After his military service, Bill built a long and successful career with IBM as a customer engineer. His work took him everywhere from the White House to the Pentagon where he maintained and repaired computer systems with precision and professionalism. His early retirement from IBM allowed him to pursue his many hands-on passions. He was a man of many trades: a talented carpenter, mason, electrician, and plumber. After retiring, he built several homes from the ground up, keeping himself busy with work he truly enjoyed.
Bill was fortunate enough to have been married to two loves in his lifetime, his first wife Elizabeth Cecilia Coker and his second Mellie Donna Cissel. He kept his circle small, close, and loyal-family and a few trusted friends meant everything to him.
Bill is survived by his loving children Michael Foley, Donna Sisson, and Kelly Osecky. Grandchildren – John, Daryl, Kaitlyn, Elizabeth, Calleigh, Lillia and Gracie and his great grandchildren - Lydia, Zaiden, and Auggie - who will grow up hearing stories of the remarkable man who came before them
A celebration of his life will be held on March 14, 2026 from 11:00 am to 3:00 pm at the Chesapeake Hills golf course club house – 11352 H G Trueman Rd,
