William "Bill" D. Fossett, 93, a longtime resident of Cecil County, MD, passed away on October 30, 2025, following a brief illness. Born in Cumberland, MD, Bill was the youngest of four children of Harold "Guy" Fossett and Eleanor (Treiber) Fossett.
Bill attended LaSalle High School while working part-time at the old Maryland Theatre in downtown Cumberland and graduated with the Class of 1950. He attended Frostburg briefly before serving in the U.S. Navy during the Korean War. Following an honorable discharge, he joined the Maryland State Police, where he rose to the rank of corporal - at the time, the youngest to do so.
He later left the State Police to pursue new opportunities, founding Fossett Insurance, originally in Aberdeen, MD. The firm became Fossett-Hostetter when he welcomed his brother-in-law, John Hostetter, into the business. He subsequently purchased George Glesner's Rising Sun agency, renamed it The Fossett Company, and added a real estate brokerage serving the Rising Sun community. He also served his community as Trial Magistrate for Port Deposit (1971). Later, he was appointed to the Cecil County Board of County Commissioners to complete the unexpired term of the late Grayson Abbott, and he went on to serve on the Cecil County Planning Commission.
His heart was on the farm - a 60+ year devotion to breeding Thoroughbred racehorses, with 50 of those years rooted at Riders Up Farm of Colora, MD. Always civic-minded, Bill was deeply involved with the Rising Sun Lions Club and was a principal founder of the Conowingo Lions Club. A devout Catholic, he was a longtime member of the Church.
Bill is survived by his daughter, Leslie Fossett-Fox, and her husband, Gregg Fox, of Harpers Ferry, WV; and by nieces and nephews.
In lieu of flowers, the family suggests contributions may be made in memory of William D. Fossett to the Rising Sun Lions Club Foundation in care of Lee A. Patterson & Son Funeral Home, P.A., P.O. Box 766, Perryville, MD 21903-0766.
Funeral services are scheduled for Saturday, November 8, 2025, 12 Noon, at Good Shepherd Catholic Church, 831 Aiken Avenue, Perryville, MD 21903. A visitation will be held Saturday, November 8, 2025, 10:30 am until 12 Noon, at the church prior to the funeral service. Interment will follow in West Nottingham Cemetery, Colora, MD.
Following the interment, a luncheon will be held at The Gardens at Bethlehem Farm, 99 Slicers Mill Road, Rising Sun, MD.
