William Leonard "Billy" Kelley

William "Billy" Leonard Kelley, 69, a resident of Miami, Oklahoma, passed away at Freeman Health System on Sunday, November 2, 2025. Billy was born in North Little Rock, Arkansas, on June 22, 1956, to Cecil and Jewell (Weeks) Kelley. Billy married Pamela Payne in Ruston, Louisiana on July 12, 2000. Together they would spend over twenty-five years together.
Before retirement Billy worked as a truck driver delivering lumber. When he was not working, he loved attending church and telling everyone about Jesus. He was a member of the United in Christ Church in Quapaw, where he drove the church bus. Billy also loved spending his time with his family especially his children and grandchildren. Billy is preceded in passing by his parents, Cecil and Jewell Kelley, children, Janet Kelly and Christy Noman, and his siblings Cecil Kelley Jr., Emily (Pee-Wee) Davis, and Judith Ann Aringe.
Those left to share the wonderful memory of Billy include his wife, Pamela Kelley, children, Jeremy Kelly, Angela Kelly, Julie Kelley, Amy Kelly, James Davis, Shannon Robinson, and Rebecca Smith, siblings include, Lucky Fritts, Suzy Fay Fritts-Mongomery, and Leland Kelley. He will also be missed by many grandchildren, great grandchildren, nieces, nephews, and great nieces.
Visitation for Billy will be at 10:00 A.M. on Saturday, November 8, 2025, at United in Christ Church in Quapaw. A memorial service will follow at 11:00 A.M. Services have been placed in the care of Brown-Winters Funeral Home and Cremation Service in Miami, Oklahoma.
The family has requested that in lieu of flowers donations be made to Brown-Winters Funeral Home and Cremation Service to assist with the funeral costs for Billy.
