William Franklin Quinn
William Franklin Quinn (Bill, Willie) finished his race and received his prize of eternal life, passing peacefully at “nursing care” on September 9,2025 after 93 years of commitment to his family, friends and community. Bill was born on July 26,1932 to Franklin Clingman Quinn and Mildred Ann Quinn in El Paso, Texas.
Bill is survived by and forever missed by his wife Patricia of 70 years and his children, Ann, William Jr., Robert and Thomas. Forever cherished and remembered by his eight grandchildren, Joseph, Kim, Shelby, Dabney, Shaeffer, Sheldon, Lucy Kate, and Merritt Burke; and great-grandchildren, Justin, Bailey, Nicole, Kassidy, Ronin, Adelina, Eve, and Michelle.
Born and raised in El Paso, Bill attended Austin High School (1945-1950), and Texas Western College, graduating in 1954 with a degree in Civil Engineering. Upon graduation, Bill entered The United States Army and served at Fort Bliss, Texas and Fort Meade, Maryland. While stationed in Maryland, Bill met Patricia Ann DeLaVergne and they were married on December 29,1956, and after completion of his service they moved back to El Paso.
Bill started work at El Paso Natural Gas Company in 1956, beginning as a Junior Engineer and working up to Director of Engineering Planning and Manager of Codes and Standards Division over a 41-year career. His career was filled with a multitude of affiliations, publications, and awards both locally and nationally. Upon retiring in 1997, Bill could concentrate his passion for The University of Texas at El Paso, The College of Engineering, the Alpha Phi Omega Engineering Fraternity and his family. Bill was active in the UTEP Heritage Commission, UTEP Civil Engineering Chapter, The Centennial Museum, El Paso County Historical Society, El Paso Mission Trail Association, Texas Historic Foundation, Texas Western Press, The El Paso Symphony, El Paso Pro Musica and many, many more. A lifelong champion for El Paso, UTEP, and the engineering profession he received many honors including, Top Ten Senior at Texas Western College, The Golden Nugget Award, Engineer of the Year, and Distinguished Alumni of UTEP.
Visitation and Rosary will be held at Sunset Funeral home Monday, September 15, 2025 from 4-8 pm
Mass will be held at Holy Trinity Catholic Church Tuesday, September 16,2025 at 9:30 am
Committal will be at Fort Bliss National Cemetery on Tuesday September 16, 2025 at 11 am
