Bill, or Billy as he was called growing up, was born in Camden, SC on August 15, 1936 but moved to Rock Hill when he was a young child. He was an incredible artist and several of his paintings and drawings were given to his two daughters. Bill was an avid Clemson fan and was an IPTAY member for many years.

Bill worked for the City of Rock Hill where he was a water plant operator for twenty – three years. He took countless courses throughout the years in water treatment operation through Clemson and later in California where he scored highly on the tests. Several of the years he was at the Rock Hill Filter Plant, he was water plant operator of the year and in 1975 he had the honor for the state of South Carolina. He became a superintendent later in 1991, where he held that position for eight years. Bill had a strong work ethic. He never missed a day of work and after retiring he went back to work for the City of York and the town of Kershaw and later at a parking deck in Charlotte before retiring for good.
After a fall in his home in late July of 2020, Bill moved to Lake Wylie Assisted Living where everyone knew him as Mr. Bill. He was loved by all there.
