William R. "Bill" Skipping was born on March 9, 1933 in Austin, Texas. He left this earth peacefully on September 30, 2023 in Dallas, Texas with his "beautiful bride" by his side.
Bill grew up in Austin where he developed a passion for sports. He was most proud of his achievement of becoming an All-American basketball player at Austin High School where he proudly wore the number 13. Bill continued his education and basketball career on an athletic scholarship to Southwest Texas State University before moving on to earn bachelor's and master's degrees from North Texas State University.
Bill's passion and enthusiasm for all sports continued, and he enjoyed many years of coaching at the high school level before settling into a career in real estate. Bill brought the same passion and enthusiasm he had for sports into his real estate endeavors. His crowning achievement was founding Family Uplift Housing. Bill found great satisfaction in finding housing opportunities for the underprivileged community through his non-profit foundation.
Bill married Carolyn Watkins on September 15, 1995. Carolyn brought three grown daughters into the marriage and Bill immediately claimed them as his own. They quickly became Cici and Billy Goat to the first of seven grandchildren. Bill was a kid at heart and loved making his grandkids laugh with his goofy faces and funny stories. He always wanted to know what his family was up to and always made sure we all knew he "loved us whole world."
Bill had beautiful penmanship and a hefty supply of personalized stationary. He enjoyed writing personal notes to each of his grandchildren. The notes would arrive time and time again for no particular reason other than to encourage, inspire, and remind them that he loved them.
Over the years Billy Goat simply became The Goat. He was thrilled when the grandkids shared the popular acronym formed from the initials of his name

Bill was preceded in death by his parents Bill and Sarah Skipping, sister Skippy Broughton, step-daughter Wendy Anderson. He is survived by his loving wife of 28 years Carolyn Skipping, step-daughter Lezlie Tipton and husband Robert, step-daughter Dawn Parten and husband Scott, son-in-law Trey Anderson. Grandchildren: Alex Strahan and husband Mark, Macy Pride and husband Richard, Grace Anne Roberts and husband Andrew, Drew Parten, Caroline Tipton, Will Parten, Margaret Tipton. Great-Grandchildren: Knox Strahan, Anderson Pride. Several great-nieces and nephews.
