Stephen was a native of Minneapolis, Minn., and attended Eden Prairie High School and Drake University in Des Moines, Iowa. He was active in sports in both high school and college. He had been a resident of New Bern for the past 3 years, and was active with the Craven County Young Republicans, the State Republican Party and was selected as a delegate to the Republican National Convention in 2008. He was employed as the Dining Services Director at The Courtyards and was well loved and respected by all of the residents there. Golf and the Minnesota Twins were his passion.
He is survived by his father, Stephen C. Foster Jr. of River Bend; his mother, Jessica R. McAndrew of Pinehurst; one sister, Brooke Ann Foley, and her husband, David, of Green Isle, Minn.; his two beloved nieces, Maggie and Lily; and his maternal grandmother, Rachel Rees of Auburn, Calif.
Memorial services will be held at noon at Cotten Funeral Home Chapel on Wednesday, April 15, 2009, with Father Paul Mizener officiating. A celebration of his life will follow at The Courtyards at 1 p.m.
In lieu of flowers, memorials may be made to the Allergy and Asthma Foundation of America, 6609 Reisterstown Road, Suite 204, Baltimore, MD 21215.

To the Foster Family, I was so sorry to hear about Steve. I worked with Steve many years ago at Marshall Field's. I was a mentor to him throughout his career here and enjoyed working with him. He had a special way with people and was a good friend.

I had the pleasure of working with Steve at Berne Village. He had such a clown like presence about him! I will always remember his contagious laughter & the laughter he brought my way everyday. God be with his family & know that the Heavens have another "Angel" with them today...

To The Foster Family- Steve-0 as we called him:
My mother is a resident of Courtyards.Steve-0 was very attentive to her and made sure her diet restrictions were followed.He was attentive to each of his Courtyard "family"members.
My in-laws ,because of their health have had to re-locate from Courtyards Independent Living to another facility for assited living only.My father in law and Steve-0 always "kidded" each other.We will all miss Steve-0.His early parting will leave a void in all the lives that he so tenderly touched.I am sure that Steve-0 is now in his Heavenly Home!

Steve was a great friend when we were at Drake, and I was lucky enough to reconnect with him recently. Steve loved his family, and had a great passion about everything near and dear to him. We were all blessed to know such a great guy!

Steve was a good friend and a loyal brother. All of his brothers @ Phi Delta Theta will miss him deeply. I will personally miss our spirited debates about baseball, I still cannot give in to the fact that his beloved Twins beat my beloved Cardinals in 1987. I know Steve is in a better place and I know he will be looking down keeping a watchful eye on all of us.
