Frederic Berman and stepmother to Jim Berman and Tony Berman. Beloved sister to Nancy Lipton. Caring mother-in-law to Theresa Berman and Sarah Voynow-Berman. Loving grandmother to Claire, David and Ben Berman. Treasured aunt to Dan Lipton. Dear sister-in-law, cousin, and life-long friend. Deputy Commissioner of New York City's Housing and Development Administration. Thought leader and innovator in publicly engaged governing which included being the creator and founding director of the Center on Government Performance, which served the Fund for the City of New York and the National Center for Civic Innovation. Pioneering trailblazer in introducing and utilizing updated technology linking human resources to cities' managing of quantitative and qualitative targets and goals. Author of books on civic engagement and governance. Worldwide lecturer on the importance of effective civic engagement to local governments. As Vice President of the Urban Academy for Management, Barbara directed the Top 40 Program, a highly acclaimed executive development program for senior government mana-gers.
