PAUL DICKSTEIN Obituary

DICKSTEIN--Paul, was the quintessential New Yorker. He was born (1942) and raised in the Bronx by parents Kate and Ben Dickstein, who cultivated integrity, valued social justice, and instilled respect for public service. He graduated from James Monroe High School, Columbia University and New York University Law School. He concluded seventeen years serving the City of New York with a stint as the City's Budget Director from 1985 through 1989 under Mayor Ed Koch. His succeeding years were devoted to improving managed healthcare. In collaboration with the Greater New York Hospital Association he founded HealthFirst, a provider owned managed care company, and stayed on as President and CEO, managing fifteen years of rapid growth. In recent years, Paul had an independent healthcare consulting business, maintained a keen interest in local and national politics, listened to experimental rock, was an avid reader and exerciser, and a reluctant walker of the new family dog. He died on Monday, October 21, 2013, in the company of family who loved him in the City he loved. Paul is survived by his wife, Robin Gitman Dickstein, children Isabel, Anthony and Veronica Dickstein, sisters Linda Dienst and Diane Dickstein. Memorial Services will be private. Friends are invited to our home to share memories of Paul or just hang out: Tuesday, October 22 4pm to 9pm, Wednesday, October 23 11am to 2pm and 6pm to 9pm and Thursday, October 24 11am to 2pm and 5pm to 9pm. Donations in Paul's name may be made to the Westchester Jewish Community Services POINT Program or the Ethical Culture Fieldston School.

I just learned of Paul's passing and it disturbed me greatly. Although I had not seen Paul for quite a few years, I have such vivid and fond memories of him. We first met when I was a law student doing a directed research project with the NYC OMB and Paul was one of the OMB officials assigned to work with us. Working with him greatly influenced my career choices. A few years later we crossed paths again when he would frequent the Sheridan Square Bookstore where I worked part-time at night even while working my first job as an attorney. We caught up again at HPD where we worked together and then later when he was heading OMB and I was handling budgets for another City agency. Throughout those years I had the pleasure of interacting with Paul professionally and also out of the office. He was always brilliant, engaging and armed with an acerbic wit! I was sorry to lose touch when we both left City government and I relocated geographically. I always intended to reconnect and I am mournful that I never did. I am sure Paul's family knows that he touched the lives of many people in such a positive way.

Dear Robin: I learned today about Paul's passing. I'm shocked and saddened by this untimely loss. I worked for Paul at Healthfirst and was in constant awe of his astonishing intelligence, which was joined by an engaging dry wit and, most important, his love of family. My thoughts are with you and the children. Sincerely, Sharon Sheer
