Charles O'Meilia Obituary

Family-Placed Obituary

CHARLES R. O'MEILIA 85, died peacefully in his sleep October 16, 2008. Known by his friends as Charley, he was the building official and public works director for his beloved Village of North Palm Beach for 26 years and a village councilman for 12 years. Charley was born in Tulsa, Oklahoma July 26, 1923 and graduated from Central High School in 1940. He earned a chemistry degree from Oklahoma A&M (now Oklahoma State University) in 1943 and joined the Navy where he served as a lieutenant aboard the submarine USS Roncador in the Pacific during World War II. He remained in the U.S. Naval Reserve until retiring as a captain in 1972. After the war, he earned a degree in chemical engineering at Oklahoma A&M in 1947. He was co-owner of a small automobile engine rebuilding company and a forklift rebuilding firm in Oklahoma City until moving his family to Florida in 1963. For six years he worked for an engineering firm in Melbourne and Palm Bay before moving to North Palm Beach as public services director in 1968, running both the building and public works departments. During his tenure, the village built expanded Osborne and Anchorage Parks and built the North Palm Beach Community Center and the newly named Tom Valente Sports Complex. He was a key player in negotiating the acquisition of land that became John D. MacArthur State Park. He was the dean of the county's building officials and was chairman for 13 years of the Southern Building Code Congress committee that rewrote the hurricane code that Florida eventually adopted. He was president of the county and state building officials groups and accumulated numerous awards including building official of the year in both Florida and the southeastern U.S. After he retired in 1994, he ran for the village council a year later and served six two-year terms before stepping down in 2007. He served on the board of directors of the Leagues of Cities of Palm Beach County and was Member of the Year in 2006. He also was chairman of the multi-jurisdictional Northlake Boulevard Task Force. He was married for 58 years to Mary Clare Donnelly, an Army nurse he met in San Francisco at the end of the World War II. She died in 2005. They raised five children. Charley devoted his personal time to his family, coaching youth baseball, the Melbourne Central Catholic High School baseball team and one of the first girls' softball teams in North Palm Beach. He was an enthusiastic but largely unsuccessful fisherman. He was a longtime usher at St. Clare's Catholic Church in North Palm Beach. He is survived by his five children, Timothy of Palm Beach Gardens, Charles of Apopka, FL, Frank of Sylva, NC, Marianne of Alvin, Texas and Christine of North Palm Beach. Two of three brothers also survive him, William and Jay, both of Tulsa. He has four grandchildren and one great grandson. Charley set a standard for competent and ethical public service to which all public servants should aspire. He was insightful, thoroughly knowledgeable, fair, and unfailingly dedicated to the Village of North Palm Beach. Despite all that, we'll miss him most just because he was Charley.

To the O'Meilia Family, I was so saddened to hear the loss of you Dad. He was a special person who will never be forgotten. I will always remember him being there for my family, and sharing in the good times and bad. Always a pillar of support. I only knew him as my mom's boss until one day when my dad got sick. He was the first one there to make sure we were OK. He and your mom shared my wedding day. For this and so much more I will always cherish my memories of your dad.

To Charley's family, please accept my sincere condolences on your loss. You do not know me, but I knew your mother (the lovely Mary) and father. Charley had a great influence on my early years in the code profession and today I still use the test: "What would Charley say?" in evaluating issues. A finer code official and human being has never existed. While the world will be a sadder place without Charley, hopefully he has joined Mary and they are sitting with God looking down on all of us with love and affection. Charley lives on in the memories of many and I for one will never forget him.

Our hearts go out to you at this time. Please except our deepest sympathies.
Charlie O'meilia was not only a special person, but a great man. His devotion to the Village of North Palm Beach was unprecedented. I first met Charley in 1969, when he hired me to work for the Public Works Department. I continued to work for him until he retired. During that time it became obvious, that Charley was more than just a boss, he was a mentor and a very special friend. Charley was always there in a time of need or direction. I'm sure that he never knew how much he impacted my life and family. The community has truly been stricken with a great loss. We will miss him dearly. May God bless.

I was very sad to hear about Mr. O'Meilia's death. He was a dedicated building official, then a council member for North Palm Beach. He wasn't shy about calling The Palm Beach Post to set us straight about something we reported, especially if it was about grammar. He'll be missed.

We extend to the family our deepest caring and sypathy. Your parents were very precious to us, and we are richly blessed for knowing them for many years.
Charley, a very special man who served his fellow man all the days of his life, meant more to our family than he ever knew. He did know how much Bruce loved him. Thanks to Chris, Bruce did speak to Charley just a few days ago. We will all miss him, but one day in God's time we will see Charley again. Be strong in the Lord, and God bless you

Its a sad day for NPB and Charlie's family. His passing marks the end of an ERA and a dedication to the lifestyle of the Village I am afraid has been lost not to be found again. As a former employee and friend of Charlie my deepest condolences to his family. He was a great person and good friend.
