Norma, this is Darnetta at the Staff College who worked with Nic. I am so sorry to hear of your lost. Nic was a wonderful person, he took me under his wings when I reported to the College in 1993, and we remained friends from then. We lost contact after he left, I just learned of his passing last week, my heart was made sad. Mike Toliver told me, who also was one of the people Nic befriended when he reported to the College. He was very intelligent and he was willing to share his knowledge with others. We had many good laughs, and I know he loved you and his family. I pray that you will focus on the precious memories always, and that time will lighten the pain and sorrow. Love you all, Darnetta.

I am saddened to read of our JFSC team member passing. I had the privilege of having Nic on our DES team for several years. His life story of joining the US Navy and becoming a citizen of this great nation demonstrated a commitment to leave more for the next generation. He served his nation well in the Navy and within the civil service arena. More importantly, he served his Lord well. I am confident he heard the words we all desire to hear when our time on earth is completed, Well done my good and faithful servant. MATT 25:21 Dave Evans

Among the few Filipino trailblazers in the U.S. Navy when success were few and far in-between. I met Ces in the late 60's where we were Stewards. I remember his enhusiasm for the future and friendly demeanor. Along our careers we met on and off. I am saddened by his passing, My deep condolence to his family and extended family.
