Joel Kaufman Obituary

KAUFMAN, JOEL age 53, died at his home in Kensington, MD, on October 29, 2014, due to an aggressive form of brain cancer, which he battled valiantly for more than ten months. Joel was born on November 2, 1960 in Providence, RI to Eli and Bernice Kaufman. Valedictorian of his high school class, Joel obtained his B.A. in political science from Providence College in 1982, again with highest honors. He then received his J.D. from Duke University Law School in 1985, and was a member of its honor society. After law school, Joel joined the Washington, D.C. office of Cadwalader, Wickersham & Taft and later joined the Federal Communications Commission (FCC) in 1993, where he worked for the remainder of his career. Most recently, Joel served as Associate General Counsel and Chief of the Administrative Law Division of the Office of General Counsel of the FCC. Joel was known for his keen legal mind and devotion to public service and received numerous awards including the Silver Medal for Meritorious Service in 2003 and the Outstanding Public Service award from the FCC Chairwoman in 2013. Joel was a man of diverse interests, with a strong passion for U.S. presidential history, the U.S. space program, stamp collecting, ocean cruising and the Boston Red Sox. He was an active member of Adat Shalom Reconstructionist Congregation and served on numerous committees and the synagogue Board for many years. Joel will be remembered fondly for his incisive analytic mind, extraordinary organizational skills, gentle humor, strong sense of ethics, kindness, and exceptional devotion to his family and community. Survivors include Joel's devoted wife of 16 years, Debra Tropp of Kensington MD, Joel's mother Bernice Kaufman, of Chevy Chase, MD (formerly of Warwick, RI), and numerous extended family members. In lieu of flowers, donations may be sent to: Adat Shalom Reconstructionist Congregation, the American Brain Tumor Association, the Musella Foundation for Brain Tumor Research & Information, and the Southern Poverty Law Center.

I just read of Joel's death in the new PC Magazine and am incredibly sad. Joel was a wonderful college friend and political science classmate. I remember taking the LSATs together! Ah, Joel was such a quietly sweet guy,always helpful and modest and very funny. I'm very sorry to hear that he suffered---doesn't seem fair, but we have to trust that all is as it is meant to be, don't we? My deepest sympathies to Joel's wife and family. A true scholar and intellectual. An unsurpassed wit, a dry though engaging sense of humor, as humble and unpretentious as the day is long. Embodiment of selflessness - always willing to give of himself to help someone else, putting the needs of others well before his own. Little patience for the frivolous or the inane, but always ready with open ear and open mind for that which had merit and offered challenge. Never without compassion. These are the impressions Joel made upon me in the friendship we shared during our four years at Pilgrim High School. He was a true friend in every sense of the word. There is no doubt that the wonderful legacy he has left behind has touched the lives of so many of those who knew him, and I am proud to count myself among them. God bless you, Joel. The Pilgrim High School Class of 1978 shares in the sadness of Joel's early departure. It was so wonderful to see Joel at our 20th Reunion at the Biltmore in 1998. Joel and I communicated last fall before the 35th Reunion and he told me about his medical situation. What a great kid he was....so smart and so kind....he was very funny in his own way. He always helped me in school with my classes that we shared together. He was and always will be a dear friend to so many of us from the Class of 1978. Joel was a trusted colleague, sounding board, conversationalist, teacher, mentor, joke-teller with a crooked smile and dry wit, story-teller with a sense of poignancy, champion of those less fortunate, a stickler for legal details, a true expert in the area of Administrative law, truth-seeker and truth-teller, and my friend. I have missed his presence every day since he became ill, and I will miss his presence every day going forward. Joel was the best that the U.S. Government had to offer as far as civil servants – his dedication was unsurpassed and his expertise was essential to all that we did. I know that I will never know a better lawyer, and I can only hope that he considered me as much a friend to him as he was to me. Goodbye Joel – heaven holds a special place for truly good people and loyal Red Sox fans.

Joel was one of the best attorneys I ever worked with at the FCC. In addition to being incredibly smart, he had the patience of Job and could explain complicated regulatory concepts in a manner that even a novice could understand. He also was a great person and could be counted on to provide thoughtful advice on both work and non-work matters. I will never forget him. His family and friends are in my prayers.

He uniquely combined patience, analytical brilliance, knowledge of law and precedent, and clarity of expression with an appreciation for reaching a practical and reasonable result, and added a sense of humor, the most adorable laugh and endearing smile.
