Theodora "Teddy" Bugter Sturgill
November 28, 1935 - December 13, 2025
Theodora "Teddy" Bugter Sturgill, 90, of Salem, Va., passed away peacefully on Saturday, December 13, 2025, at LewisGale Medical Center in Salem, Va.
Teddy was born in Arnhem, Holland, The Netherlands, on November 28, 1935, to the late John Peter Bugter and Gertrude Maria Jordense Bugter. Teddy immigrated with her family to the United States in 1956. She was a veteran of the United States Air Force having served for four years, stationed at Wichita Falls AFB, Texas.
She was preceded in death by her beloved husband, Earl Sturgill; brother, Robert "Bob" H. Bugter of Levittown, Pa.; and sister, Ann B. DeWin of Whiting, NJ.
Teddy is survived by her brothers, John Bugter of Fairless Hills, Pa. and Anthony Bugter of Spring Hill, Tenn.; her daughter, Cynthia Persinger Duffy and husband, Jon, of Columbiana, Ohio; son, Timothy Scott Persinger and wife, Kimberly, of Bluefield, Va.; granddaughter, Lauren Duffy Oliver (Nick) of Indianapolis, Ind.; grandson, Jakob Walton Persinger (Catherine) of Roanoke, Va.; granddaughter, Olivia Nicole Persinger of Hardy, Va.; and three great-grandchildren.
She was employed as a secretary with the City of Roanoke, retiring with 20 years of service. Prior to that, she worked for Estate Life Insurance Company in Roanoke, Va.
Teddy enjoyed ballroom dancing and participated competitively in many amateur competitions. Her passion in retirement was playing bingo and reading Danielle Steele novels. She read the Book of Mormon on a daily basis, was very dedicated to her faith and was a member of the Salem Ward of The Church of Jesus Christ of Latter-day Saints, in Salem, Va.
The family would like to thank Jessica of Good Samaritan Hospice of Roanoke, Va. and the doctors and nurses at 3 East at LewisGale Medical Center.
The family will receive friends from 1 to 2 p.m. on Thursday, December 18, 2025, at Oakey's North Chapel. A funeral service will follow at 2 p.m. Burial will be held at Cedar Lawn Memorial Park in Roanoke. Online condolences may be shared with the family by visiting
