Bob was born in Utica on December 11, 1954 to Robert and Harriette Tilley. He attended New York Mills schools where he developed his musical ability, as well as his proficiency in track. After graduation in 1973, he attended Eisenhower College, transferring to Berklee College of Music in Boston in 1975. He focused on alto saxophone, but also sang and played piano. After Berklee, he formed the band The Rage which performed to encouraging reviews in California. He returned to New York, married, and formed a new band which performed in the Syracuse area. Later, he turned to composing original music. He developed a website of free, New Age songs accompanied by his own photographs of Adirondack scenes, which was available to the public. Classroom teachers were known to have used this site as a peaceful background for their writing classes. He continued to compose in various genres, while working in the area. He enjoyed skiing, running, reading and music.

He is survived by his sisters, Nan T. Washburn and Nita Baier, her husband Dan, as well as nieces Cassandra Washburn and Allison Fiore, nephews Andrew Washburn and wife Elizabeth, Michael Fiore and wife Caroline, two grand-nieces and a grand-nephew.

Private arrangements have been made by Dimbleby Funeral Homes Inc. Whitesboro for immediate family.
