John Raymond Harrigan

July 14, 1946 - June 24, 2025

Sacramento, California - John (Jay) Harrigan passed away at home surrounded by his family on June 24, 2025, in Sacramento, California, at the age of 78.

A devoted husband for 56 years to Peggy, John was a proud father to Deborah Harrigan, Christine Matos, John Harrigan, and Bill Harrigan. He was also a cherished grandfather to eight grandchildren and a beloved brother to Susan Harrigan. He was preceded in death by his parents, Jack and Kitty Harrigan.

John dedicated much of his professional life to public service, working for 38 years with the California State Controller's Office before retiring in 2006. His commitment to community extended beyond his career. He served on the Golden 1 Credit Union's Board of Directors from 1986 until 2019, contributing over three decades of leadership and insight.

A celebration of John's life will be held on June 30, 2025, at 11 a.m. at St. Vincent de Paul Catholic Church in Rancho Murieta.

In lieu of flowers, the family kindly requests donations be made to the Del Oro Caregiver Resource Center in appreciation for the invaluable support they provided or to GiGi's Playhouse, Sacramento.

John's legacy lives on through his family and all those whose lives he touched. May his memory bring comfort and inspiration to those who knew him.

My condolences to the Harrigan family. John was a legendary leader at PPSD. He committed his career to creating, sharing and implementing his vision of excellence in government - both in the services provided and the people who delivered them. In addition to leading an organization with the utmost of professionalism, he never missed an opportunity to share how much he loved his family - or to offer support to a staff member in crisis. I hope John's family can find comfort in knowing that his memory will remain with all who knew him.

We have known John for over 45 years. I worked a short time with John at the comptroller`s office and proposed to the Golden1 board that John be added to the board of directors. He, Peggy,and Shelley and I were on many trips representing the Golden1 at conferences over the years. We played golf many times and in the last several years we had dinner every three or four months.
We will miss John, he was a great friend.

Very sad that,John passed away he was a very great person and did a lot of heartwarming activities that made everyone who knew him a better person.I am sorry that I can not be at his celebration of life as I have a scheduled medical appointment which I need to be at to find out what is the problem with my leg. John, was an incredibly warm human being. As our leader we always felt included, he would make his round´s and visit us for some chit chat. He was fun to work for and always had a smile on his face. I remember him driving his really, really big station wagon. Sending my condolences to his wonderful family and may he rest gently in Peace.
