Arthur Howell Obituary

Arthur Edward Howell, Jr., age 88, born July 26, 1912 in San Antonio and died July 12, 2001 in San Antonio. Art was educated in Waco public schools, Salutatorian of his graduating class, graduated from the University of Texas in 1937, with the outbreak of World War II, he was accepted for Officer Candidate School and received his commission as an Ensign in the Navy in 1942, he was later the Naval Group Commander, San Antonio Naval Reserves and retired from the Naval Reserve in 1972 as a Captain. He married Dorothy Ogburn in 1945 in Garner, NC, they moved back to the San Antonio area in 1958 and settled with his family in Boerne. He assumed management of the Grey Moss Inn which his mother, Mary Howell, had begun in the 1920's. Art sold the restaurant in 1976. Art enjoyed 32 years of public service, Boerne City Council 1965 to 1969, elected Mayor in 1969 and served until May of 1987, served as Associate Municipal Court Judge from 1987 to 1997. He was a member of the Texas Municipal League Board of Directors, Alamo Area Council of Governments Executive Committee, Guadalupe Basin Citizens Advisory Committee, San Antonio River Basin Citizens Advisory Committee, Wholesale Customers LCRA Board of Directors Chairman 1983 to 1986, Greater Boerne Area Economic Development Corporation Founding Member, Texas Public Power Association, Past Chairman of the Board of Directors, Association of Mayors, Councilmen and Commissioners, President 1986, Past Chairman of Administrative Board Boerne First United Methodist Church. He received many awards, some are the Boerne Citizen of the Year for 1971 (Boerne Chamber of Commerce), Outstanding Public Servant for 1984 (Boerne Chamber of Commerce), Most Outstanding Public Servant for 1986 (Boerne Kiwanis Club) and KMOL-TV 4 'Spirit Award' 1986. Art is survived by his loving wife of 56 years, Dorothy Ogburn Howell of San Antonio; son, Art Howell, III and wife Phyllis, currently residing in the Netherlands; daughter, Mary Dean Richards and husband Terry of New Braunfels; grandchildren, Kelly Howell Agnew and husband Chad of Kingwood, TX, Brian Howell of Austin, Katy Howell of Austin, Travis Richards of Austin, Scott Richards of Georgetown and Mark Richards of New Braunfels. Art was preceded in death by his parents, Arthur Edward Howell, Sr. and Mary Howell and a twin brother, Tyrus Jones Howell. Visitation will be from 9:00 A.M. to 7:00 P.M. on Monday, July 16, 2001 at the Ebensberger Funeral Home, family will greet friends from 5:00 P.M. to 7:00 P.M. Funeral Services will be held at 2:00 P.M. on Tuesday, July 17, 2001 from the First United Methodist Church in Boerne. Burial with Full Military Honors will follow in the Boerne Cemetery. Pallbearers will be Travis Richards, Brian Howell, Scott Richards, Mark Richards, Tom Ogburn, Tim Ogburn, Ernest Reid 'Sonny' Cochrane and Ed Mergele. Honorary Pallbearers will be Gordon Hollon, Howard Duckworth, George Ebensberger, Alex Fish, Edgar Schwarz, Jr., Richard Hoyer, Ron Bowman and Leroy Puls. In lieu of flowers, donations may be made to the Boerne Public Library or the American Parkinson's Disease. Arrangements with: Ebensberger Funeral Home.
