I worked with Dick at PennDOT for about 20 years. Dick was a great guy. He was always smiling, he was nice to everybody, he was very knowledgeable, and he was just a great guy to have around. He will be missed.

Dear Smith Family: I am a friend and former work associate of Dick at the Office of Chief Counsel. Dick was one of the best human beings I have ever met and truly affected everyone around him . He was just a wonderful person and great Engineer and Expert Witness. We all enjoyed his great stories and infectious smile. Nothing but fond memories by all of us who were blessed to know him. May God grant him easy passage and keep all of you in His hands. God Bless you all. He was one of kind and will be greatly missed.
