Brian William Toman

September 3, 1946 – October 7, 2018

Surrounded by love, Brian William Toman passed away after a hard fought two-week battle to recover from a devastating fall. Born in England, Brian was a small child when his family immigrated to the United States in 1948. Raised in the Los Angeles area, he graduated from USC and then went on to law school, practicing law since 1974.
Brian was a nationally recognized authority on the unitary concept and formula apportionment, and settled some of the largest and most complex cases in California concerning corporate and personal income tax. He was a special advisor in Deloitte's Multistate Tax Services Group. He had served as past chair of the California State Bar Taxation Section, and as the Chief Counsel of the California Franchise Tax Board. He was most proud when awarded the prestigious Joanne M. Garvey Lifetime Achievement Award, which recognizes lifetime achievement and outstanding contribution in the field of tax law.
Thoughtful, intelligent and a world traveler, Brian was a man among men. His love of travel started at a young age and continued throughout his life. He never forgot that he was a lucky man, who led a lucky existence, and for this he was eternally grateful for what life gave him.
He is survived by the love of his life, Dora Mejia; brother, Geoffrey Toman and his wife, Bobbie; niece Carolyn Mains (Keith) and nephew Peter Toman (Ann), and their children; Dora's daughters Olivia Perez (Hershan & Joaquin) and Angie Banuelos (Ken), Dora's family, along with his many dear friends. Brian is preceded in death by his parents, John and Marjorie (Bayliss) Toman, and his favorite cat, Buck.
A Celebration of Life gathering will be held on Saturday, November 3, 2018 at the home of Dora's daughter Olivia and her fiancé Hershan. For directions, please email Dora at [email protected]

I met Brian when I was a little girl and he worked with my aunt at FTB. He did a wonderful Elvis impersonation- my aunt Lillian went "ga-ga" over. He was ALWAYS very sweet and kind, even to little girls who had a "secret crush" on him. Very sad to hear of his passing,all these years later.

I knew Brian when he was at the FTB. I am shocked that he is no longer with us.

All my memories of Brian are pleasant. For his personality and intellect, he was a great person to be around.
