Charles Scott Obituary

SHREVEPORT, LA - The residents of Caddo Parish and family of Caddo District Attorney, Judge Charles Rex Scott, II have suffered a great loss. Charles was called home to be with the Lord on Wednesday, April 22, 2015. Funeral services will be held at 1:00 p.m., Monday, April 27, 2015 in Broadmoor Baptist Church's Worship Center North. The family will receive friends from 10:00 a.m. until 12:30 p.m., prior to the service. Officiating will be Dr. Chuck Pourciau, Dr. Tom Harrison, and Dr. Larry Williams. There will be a private burial.

Charles, "Scotty" was born on July 3, 1947 in Natchitoches, LA, the second child of Charles Mercer Scott and Marie Baucum Scott. He received his undergraduate education at Northwestern State University and his legal education at Louisiana State University Law School, earning his Juris Doctorate Degree. In 1971, Charles and his wife, Alexis Pharris, moved to Shreveport, LA. As a Christian, whose faith was the basis for all he did, he saw the ministry of public service as a privilege and he took great joy in serving the citizens of Caddo for 40 years as a prosecutor and judge. Because of his tireless work and unwavering commitment to public service, he will be inducted into the Louisiana Justice Hall of Fame in August of this year.

Charles began his work in the criminal justice system as an Assistant City Attorney for Shreveport before being elected Judge, Shreveport City Court on August 1, 1980. He was then a District Judge for 25 years, serving as Chief Judge, First Judicial District Court (Caddo Parish). He served as President of the Second Circuit Judges' Association and as President of the Louisiana District Judges Association, where he served on the Executive Board until 2008. Since 2008, Charles has served as District Attorney, Caddo Parish, Louisiana (First Judicial District State of Louisiana). He is the immediate Past President of the Louisiana District Attorney's Association and also Chairman of the North Louisiana Crime Lab, serving 29 parishes in North Louisiana and served as a member of the Drug and Violent Crime Policy Board. Charles was a strong advocate for the local Crime Lab, both on the state and national level. He served as Co-Chairman, Master Plan Committee C.M.I.S (Case Management Information System) and as a member, Louisiana Judicial Budgetary Control Board. He was the former Chairman, Committee To Evaluate Requests for New Judgeships, a committee of the Judicial Council. He served on the Governor's Task Force on Violent Crime and Homicide and on the Committee to Study Proper Court Reporting in Louisiana. He served for years as an instructor in the L.S.U - Shreveport Paralegal Program. He is a past President of the Harry V. Booth-Judge Henry A. Politz Chapter of the American Inns of Court. He also served as a member of the Louisiana Judicial Council and as a member of the Governor's Task Force on Child Support Enforcement.

Charles was preceded in death by his parents and his brother, Charles Mercer Scott, Jr. He is survived by his family who he treasured; wife, Alexis, his son, Charles Rex Scott, III and wife, Meredith, and his daughter, Kelly Scott Padgett and husband, Robert; and seven grandsons, Jackson Ty Padgett, Oliver Reed Padgett, Joshua Rex Scott, Noah Allen Scott, Eli Mercer Scott, Jonathan Thomas Scott and Andrew James Scott. He is also survived by his sister, Martha Scott Trinko; nephews, Richard and Karl Trinko; brother-in-law Kermit Wilson Pharris and wife, Cheryl; niece, Lindsey Pharris; nephew, Paul Pharris and his wife, Lily.

Charles Rex Scott, II, will be remembered as many things; husband, father, grandfather, friend, judge, speaker, teacher, District Attorney- but in all of those roles he will be remembered most as a man who desired to serve others because of Christ's sacrifice for him. He consistently put the needs of everyone else above himself and worked tirelessly to stand for those who needed his help. He is and will be dearly missed by all who knew him.

I started working for CSO in 1980 where I got the chance to meet Judge Scott. When he came to District court i would talk with him almost daily. He was a great man of integrity and was always available to help in whatever situation that came up. He was the greatest, and I know he is resting in Heaven with his Savior.

Remembering Judge/DA Charles Scott, II a true man of God. I Started my career with Caddo Parish Sheriff´s Office in 1980 and had the opportunity to communicate with the Judges and DA´s office on a daily basis. Judge/DA Scott was the best. He was kind, friendly and always there to help solve all situations. 7 years is a long time to be without this GREAT PERSON. I know God needed another Angel in Heaven so He called DA Scott to come on home. God bless this family.

I don't know if you will remember me, but I was for several years the contact lens technician at Shreveport Opthalmology and Pierremont Eye Institute at which time I met both of you. A friend, a parent, a person never to busy to be involved. Judge Scott was the first male parent to serve on the PTA board at Broadmoor Middle Laboratory when I got my first Principal's job in Caddo Parish in 1981.He and his wife Alexis have been friends ever since. I am saddened to learn of the unexpected death of Caddo District Attorney Charles Rex Scott. He was a remarkable devoted leader, and highly revered serving us in Louisiana 1st Judicial Court. There will be an unfillable void, for he was a Patriot of Democracy in his ability to counsel and address what he saw as proper prudent attention in the 'Administration of Justice". He gave his unlimited time and energy doing many deeds and acts of kindness in our community especially to his associates, wonderful wife Alexis, and family of friends.
Bringing the accused to justice, curbing crime, victim support, and strong implementation of bold justice was of utmost importance to him. Knowing him though Caddo Bossier Court Observers, arm of Caddo Bossier Drug Abuse Commission, Shreveport Crime Stoppers, LA Supreme Court Task Force Women in the Courts, Chairing City and Parish Jail task forces and committees, YWCA, League of Women Voters position and studies, National Exchange Club, there was a common thread of shared common values of our freedoms and liberties. While attending Shreve Island 'Red White and Blue' assembly giving each child a "Flag to Wave" through National Exchange Club, he recently encouraged and bought attention to pledging alligence in all we do in our every day lives, and encouraged the students set high goals for building good communities for themselves and others.
I believe Honorable Charles Scott made a difference in our justice system taking leadership in knowledge of all areas effecting the lives. He was a Beacon as he stood by all that pledged to dedicate themselves to the task of reconnecting, rehabilitation, as he held in highest aspiration to the law, permanent truths of our founding, by keeping faith with freedoms, the values for which our nation was founded, the principles we stand for, and the priorities of our people.
