William Rea Cooksey, C.M.

Shreveport, LA - Memorial services for William Rea Cooksey, 53, will be held at 2:00 p.m. Saturday, February 16, 2019 at Brookwood Baptist Church with Pastor David Rice officiating. Visitations will be held from 5:00 to 7:00 p.m. Friday, February 15, 2019 at Rose-Neath Southside and from 1:00 p.m. Saturday until service time at the church.

Bill was born June 28, 1965 in Niagara Falls, NY and was the youngest of three brothers born to Robert and Mary Cooksey. He went to be with the Lord on February 12, 2019. As an Air Force dependent, Bill lived in New York, Germany, Texas, California, and Louisiana, where he ultimately made his permanent home. As a young man, Bill loved music, vintage airplanes, skateboarding, and water skiing at Lake O' the Pines before becoming a dedicated automotive enthusiast, especially with Mopar Magic Auto Club.

He graduated from LSU-Shreveport in 1988 with a Bachelor of Arts in Journalism and a minor in business, with continuing education work toward an MBA and his A.A.E. certification. He started a successful career in journalism at the Shreveport Times. His passion for aviation ultimately led him to a career with the Shreveport Airport Authority in April 1999, as Manager of Marketing/Public Relations, where he coordinated tenant relations, airline service, economic development and public relations.

Beginning in February 2011, until September 2012, he was Interim Director of Airports for the Shreveport Airport Authority. He directed over 75 employees who manage and operate both Shreveport Regional Airport (SHV) and Shreveport Downtown Airport (DTN). During this period, he restructured the airport grant funding approach and increased state grant funding by nearly $10 million, negotiated the successful launch of United service to Denver, and changed multiple revenue and expense models for the airport, including parking, retail and concessions.

From September 2012 until December 2014, Bill served as Deputy Director of Airports, supervising all airport divisions. During this period, he led the efforts to increase Airport Reserves by more than $6 million and initiated multiple airport modernization projects. Bill served as Interim Director of Airports for Shreveport since December 2014. He was a 2014 Certified Member of the American Association of Airport Executives. Bill is past President of the Louisiana Airport Managers & Associates Organization, and has served on numerous aviation and economic development committees for both the North Louisiana Region and for the State of Louisiana.

He also worked with the Spring Street Car Museum, the Northwest Louisiana Car Club Council, and served as a board member for the Shreveport Bossier Rescue Mission. He was instrumental in the success of the annual Santa Fun Run, providing gifts for children and families. Bill was dedicated to his family and served as a deacon in the Baptist faith and accepted Jesus Christ in 2005.

He was preceded in death by his parents and father-in-law, Loyd Shillings. Left to cherish his memory are the love of his life, Donna Shillings Cooksey; son, Joshua William Cooksey; daughters, Taylor Selena Cooksey and fiancé Judah Goff and Farron Lee Ann Cooksey; brothers, Leslie Cooksey, Randy Cooksey along with his daughter Storm Ehlers, her husband Warren, and their daughter Rowan; mother-in-law, Juanita Shillings; brother-in-law, Larry Shillings; his children's maternal grandparents, Melvin and Ruth Ann Moon; and many loving aunts, uncles, and cousins.

Honoring Bill as pallbearers will be Bubba Mitchell, the members of the Mopar Magic Auto Club, Northwest Louisiana Car Club Council, and his colleagues at the Shreveport Regional Airport (SHV) and the Downtown Shreveport Airport (DTN). Informal attire, including jeans and t-shirts, is considered to be appropriate for Bill's service, as are suits and ties if so inclined.

The family would like to extend their sincere appreciation for care and compassion shown by the doctors, nurses, and staff of the Medical Intensive Care Unit at Ochsner LSU Health System-Shreveport, as well as the staff and church family at Brookwood Baptist Church.

In lieu of flowers, the family suggests memorials may be made to Brookwood Baptist Church, 9014 Brookwood Church Way, Shreveport, LA 71106, or the Shreveport Bossier Rescue Mission, 901 McNeil St., Shreveport, LA 71101.

It's sad to think it's now been a year since Bill passed. I remember the passion and enthusiasm and sense of humor he gave to his work. He and I worked on several economic development projects for the region, as I did for the state. Whenever it was a project with Bills' name on it, he would do whatever it took to get it done, there were many nights we worked way past midnight to bring jobs to Shreveport, and we loved every minute of it. It brings me comfort now, even a year after he's gone, there are over a thousand family members who will go to work today because of Bills' hand touching the project.

For aviation in Louisiana, he was one of the best, and even to this day, everyone in the industry knows it.

My son took a lunchbox to work today that Bill gave me when we were band boosters/parents. I was so glad to be able to say, "Mr. Cooksey gave us that." and to have a tactile souvenir of our friendship, which was the best gift he gave us. We have so many fond memories of our time spent and work w/Bill, the band parent for me and Mr. Cooksey, Taylor's dad, for my son. God bless you, Donna, Josh, Taylor and Farron. We think of you all often and hope you are well.

I can't believe this. Whenever my father passed away 23 years ago, Billy basically took me under his wing and stepped in as a father figure. He helped me build my first Mopar, taught me how to drive a standard, and educated me on a lot of things in general. We would talk about music and cars all of the time. I enjoyed those walks with him whenever he'd take out Hemi and Scamp.

I regret not keeping in touch over the years and now it's too late. You will be missed, and I'll remember all of those wonderful times, my friend.

Although I knew him briefly, it was clear that faith and family were two of Bill's primary focuses.

We met several years ago during a weeklong workshop to prepare for an exam tied to earning our Certified Member (CM) credential through the American Association of Airport Executives. Bill's natural leadership was a key driver in our intense group study sessions and ultimate exam passing. Subsequently, we would reconnect at industry events. Bill was passionate about aviation. He will be missed but not forgotten. Deepest condolences to his family.

I was fortunate to know Bill for nearly the past 20 years, working with him on several economic development projects. Everyone that I ever met that knew him all recognized what an honest, spiritual, kind, funny, and great guy he was.

He was also one of the premier aviation professionals Louisiana has ever had. The fruits of the labor of his work gave literally hundreds of families careers in a dynamic and complex industry.

I sure will miss him, but am comforted in the fact that there are, and for a long time will be, a significant amount of individuals out there whose livelihood Bill's work created a direct impact.

Billy and I dated back in High School. We became close friends . I've never met a more sweet, soft-spoken man like him and probably never will. He stayed that way up until the very end. Now he is with his Lord and Savior , I know he is looking down from heaven and smiling upon his family and friends he was that kind of man. I first met Bill when we both went to Parkway High School. He was in a grade higher and we had gym class together. One day I was wearing a RAMONES t-shirt and he walked up to me and said,cool shirt. We hit it off immediately. I had an older brother that had a car and would not give me a ride to school even if it was raining. Well, Bill would show up in my driveway on rainy days without me ever asking. We would listen to heavy music to and from school! He introduced me to one my favorite bands to this day, MOTÖRHEAD. Billy was an amazing example of how we all should treat each other. A beautiful human being inside and out! He left a lasting impression and I will NEVER forget his kindness. I love you, man and I am grateful for the lessons that I learned from you. R.I.P. my friend.

To My Dear and Best Friend, Donna Cooksey, the children and Family:

Truly, I am in awe as I look back over the 30+ years of our friendship, Bill, you and myself. The Lord allows you to meet many associates but then there are people that he send into your life for a true friend. I count myself blessed, honored and deeply appreciative for our friendship.

Bill was such an awesome and unique man of Faith. He lived, loved and served God in all that he encountered. Bill always had a smile, a kind word and encouraging thoughts for any crisis in life. On my last my visit to the Cooksey home, my mother and I enjoyed a wonderful afternoon of food, fellowship, make up and jewelry! At the close of our visit, Bill carefully placed Mother in my car, fastened her seat belt and looked up and smiled, stating, I love you both dearly! I laughed and said, Oh you beat me to it, but I love you even more! The smile, the kindness, the genuineness and realness of this unqiue Man of Valor was remarkable.

I know we shall see you again Bill, when all God's children get together, until then rest well, I know you're healed and you're safe in His arms.

A page turned, a chapter completed, a race well done, a soldier gone home!

I first met Bill nearly two years ago when I became a member at Brookwood Baptist Church. I was just beginning my new journey in learning how to truly follow Jesus Christ. Bill...well,it was like he never met a stranger. He had such a kindness about him. My heart goes out to Bill's family. They have certainly lost a jewel. We all have, but only for a little while. I wish I'd had more time to get to know Bill on this Earth. I feel I could have learned so much from him, be it airplanes, cars, and above all, what it means to be a genuinely Godly man.Wherever I am, the name "Bill Cooksey" will always have a special ring to it.
