Elinor passed away August 12, 2017, after a brief illness. Born in Bisbee, Arizona, in 1919, to Charles and Dora Smith, Elinor spent her early years in Shreveport, Louisiana. The family moved to El Paso, Texas, in the late 1920's, and Elinor graduated from Austin High in 1938, where she met her future husband, Eugene Bailey. Elinor and Gene were married prior to Gene's departure for the south Pacific where Gene was stationed during WWII. After his return, Gene and Elinor made their home in Kilgore, Texas, then Davenport, IA, before returning to El Paso in 1956. Elinor worked for the Fort Bliss finance office until her retirement in 1974. After Gene's untimely passing in 1978, Elinor moved to the mountains of southern New Mexico where she lived in Capitan for 20 years. In 1998 she moved to Spokane, WA, to live with her son, Charles. Elinor is survived by her sons, Charles of Spokane, and David (Janie) of Fort Worth; grandchildren, Elizabeth (Brian) Pelz of Fort Worth, TX, and Jannine (Adam) Voskamp of Houston, TX, and great-grandson, Alex, of Houston. Elinor was preceded in death by her husband, Gene; her grandson, Matthew; and her beloved mini dachshund, Sadie. Elinor was laid to rest with Gene at Restlawn Cemetery in El Paso on September 1, with arrangements provided by Kaster-Maxon & Futrell Funeral Home.
