Philip Ricketts Obituary

RICKETTS, Philip Franks After a lengthy illness, Philip Franks Ricketts peacefully passed away at his home on November 2, 2018 with his wife and son by his side. Phil was born in Gatesville, Texas on October 5, 1945, the second of three boys born to Joe and Leah Ricketts. In 1948 the Ricketts family moved to Austin, Texas, where Phil lived until his death. After graduating from Baylor University and serving in the United States Army as a Military Intelligence Officer, Phil attended the University of Texas School of Law, where he met and married his classmate, Nancy Overman. In 1975, with the creation of the Public Utility Commission by the Texas Legislature, Phil was appointed as the Chief Administrative Law Judge of the new agency, later served as the Texas Attorney General's Chief of the Utility Section, and was appointed Chairman of the Public Utility Commission by Gov. Mark White. After leaving the PUC, Phil joined the law firm of Bracewell & Patterson, where he practiced energy and telecommunications law until his death. Phil was an avid golfer, loved attending any event in which his son participated, and enjoyed nothing more than spending time with his grandchildren. Phil was a loving and supportive husband, father, and grandfather, who will be deeply missed. Phil is survived by his wife of forty-five years, Nancy, his son and daughter-in-law, David and Lesley, and his two grandchildren whom he adored, Kirby and Leah. He is also survived by his two brothers, Joe and Kent. A memorial service celebrating Phil's life will be held at St. Michael's Episcopal Church. In lieu of flowers, the family asks that a donation be made to Hospice of Austin or a charity of your choice.

My Mother Annie Ruth Ricketts was Phil's Dad Joe Ricketts sister. We all thought the world Joe and all three boys. Phil was so smart and sweet. So sorry for the loss. Everyone who knew him will always miss his presents.

I'm so sorry I just learned of Phil's passing a year after. First I worked with Nancy at Johnson & Swanson then as Phil's assistant at the PUC. The Ricketts became like family to me. Phil was one of the kindest, smartest, humble and quick witted people I've ever known. It was a privilege to call him a friend. My sympathy to dear Nancy and David.

Phil hired me as a new lawyer to hear cases at the PUC, and then hired me again at Bracewell and Patterson after the PUC a few years later. He was an insightful, kind, and careful leader in both settings. He taught many valuable lessons by example, and never failed to lend a hand when needed. He was really good at holding off on difficult decisions when others urged action. More often than not, forbearing was the better course, and he demonstrated as much.
Condolences to Nancy, who worked at the AG's office, and intiated me into the world of utility regulation with an assignment to find the meaning of "rate" in Texas law, a task I failed.
Thank you to Phil and Nancy for your kindnesses to a young lawyer.

I am so sorry I could not be there. We Franks love fiercely our own. I have never found another family that was as close as ours. Phil was a best friend, someone to look up to, a pride to the whole family. We are so blessed to say he was family.
