Richard Tulk Obituary

TULK, Richard Earl Richard Earl Tulk, beloved husband and father, passed away in Austin, Texas on November 23, 2020 at the age of 77. Richard is survived by his wife of 43 years, Karen Parker; his four children, Steven (Tanya) Tulk of Guangzhou, China, James (Jennifer) Tulk of Georgetown, Lisa Tulk of Dallas, and Daniel Tulk of Austin; his 7 grandchildren; 2 great-grandchildren; his sister Penny (Ron) Driessner of Arlington; and numerous nieces and nephews. Richard was an honors graduate of the University of Texas School of Law in 1968. He served as First Assistant City Attorney for the City of Austin and City Attorney of Abilene before returning to private practice in Austin. Though a skilled and respected attorney, Richard was devoted to helping those less fortunate than he was. He routinely provided legal services to those in need who could not afford to pay, and felt privileged to be able to use his talents to help others. After his retirement, he volunteered for many years with Mobile Loaves and Fishes where he felt humbled to witness many acts of extraordinary charity around him. He believed strongly that we should take care of everyone in our community, and acted accordingly. Richard had various interests he loved through the different phases of his life, having been an avid sailor, golfer, pool player and chef. His greatest delight, however, came from spending countless hours visiting with family and friends in his home, where his children and numerous extended relatives knew he would be glad to see them at any time. He was always ready with whatever anyone required, whether that be sage advice, a creative repair strategy, kind words, a funny story, a hug, or just a hand to hold. He had a kind yet mischievous sense of humor and a remarkably generous heart. To those fortunate enough to have known Richard, the world doesn't shine nearly as brightly in his absence. The family plans to hold a memorial in the coming year so those who knew Richard may gather to celebrate his life once it is again safe to do so.

Richard Tulk was my attorney ona case where I was sued over a health insurance policy Richard was assigned to be my attorney by my e and o insurance. He was incredible. I just found out about Richard. I have been sad all day I could not have found a better attorney if I searched the world Profound loss

Though our visits were sporadic and brief over the past year or so, I saw his sense of humor and wit come through even as he was dealing with many changes. And I saw Karen's devotion, respect and love toward him. Godspeed sir! A pleasure to know you. Rack Em up! Deborah Attal

My memory about Richard goes back to the time he was in the Austin City Attorney’s office - and Richard was the city attorney working on issues raised by the University of Texas about the Brackenridge Tract in relation to city-owned land in that area. This was probably 1972 - 74 time period. At one point, the UT Real Estate office was claiming that Red Bud Isle belonged to UT - since it was in between the portion of the Brackenridge Tract on the west side of the Colorado River and the larger Brackenridge Tract acreage on the east side of the river Richard spent time at the Austin History Center, studying photos of the area from way back And I think he also relied on actions by the Texas Legislature in about 1945 giving the City of Austin use of and control over the Colorado River downstream of Tom Miller Dam for a certain distance, I think.

Richard was successful in thwarting the UT claim of ownership of Red Bud Isle — and was very pleased to have supported the City of Austin against the powerful University of Texas!

This was at a time when Frank Erwin was on the UT Board of Regents, and the Regents had attempted to cancel the lease with the City of Austin for the land containing Lions Municipal Golf Course. I became involved with that issue in 1972, on behalf of the Save Muny group that opposed the cancellation. (And I am still involved on behalf of keeping Lions Municipal Golf Course as a golf course and green space — FOREVER.)

I am glad to have known Richard back then — and appreciate and applaud his role in the UT/City controversy and his tenacity in seeking evidence supporting the City of Austin claim to Red Bud Isle.
