Richard Tulk was my attorney ona case where I was sued over a health insurance policy Richard was assigned to be my attorney by my e and o insurance. He was incredible. I just found out about Richard. I have been sad all day I could not have found a better attorney if I searched the world Profound loss

My memory about Richard goes back to the time he was in the Austin City Attorney’s office - and Richard was the city attorney working on issues raised by the University of Texas about the Brackenridge Tract in relation to city-owned land in that area. This was probably 1972 - 74 time period. At one point, the UT Real Estate office was claiming that Red Bud Isle belonged to UT - since it was in between the portion of the Brackenridge Tract on the west side of the Colorado River and the larger Brackenridge Tract acreage on the east side of the river Richard spent time at the Austin History Center, studying photos of the area from way back And I think he also relied on actions by the Texas Legislature in about 1945 giving the City of Austin use of and control over the Colorado River downstream of Tom Miller Dam for a certain distance, I think.
Richard was successful in thwarting the UT claim of ownership of Red Bud Isle — and was very pleased to have supported the City of Austin against the powerful University of Texas!
This was at a time when Frank Erwin was on the UT Board of Regents, and the Regents had attempted to cancel the lease with the City of Austin for the land containing Lions Municipal Golf Course. I became involved with that issue in 1972, on behalf of the Save Muny group that opposed the cancellation. (And I am still involved on behalf of keeping Lions Municipal Golf Course as a golf course and green space — FOREVER.)
I am glad to have known Richard back then — and appreciate and applaud his role in the UT/City controversy and his tenacity in seeking evidence supporting the City of Austin claim to Red Bud Isle.
