Daniel Foley Obituary

Daniel J. Foley, 88, former Massachusetts Senate Majority Leader, died Friday, December 11th at his home. He is survived by his wife, Dolores; three sons, Daniel J. Jr. and wife Deborah, Timothy J. and wife Karen, Patrick B. and wife Linda; a daughter, Kathleen J.; five grandsons, James Daniel, Michael, Matthew, Brian and Tyler all of Worcester. He also leaves two sisters, Mary Gray and Kathleen Sargent, and a brother, Joseph Foley. He is also survived by many nieces and nephews. His wife of 47 years, Kathleen E. (Walsh) predeceased him, as did two brothers, John and Francis Foley and a sister, Helen Buma.

Mr. Foley was the son of the late Timothy and Catherine (McMahon) Foley. A life-long resident of Worcester, Mr. Foley began his public service career in 1963 when he was elected to the Worcester City Council. He served on the council for six years, including two as Vice Mayor. In 1968, he was elected to the Massachusetts Senate. In 1979, he was appointed Senate Majority Leader, becoming the first person from Central Massachusetts ever to hold this distinguished post. In this capacity, he promoted an active role for government, especially when it came to serving the poor and the needy.

Prior to entering the Senate, Mr. Foley worked as an international representative for the Insurance Workers International Union (AFL-CIO) and the John Hancock Insurance Company. During his sixteen year career in the Senate, Senator Foley proved himself a signal friend of working men and women. His landmark legislation which guaranteed health insurance coverage for the alcoholic, new-born babies, and the mentally ill are examples of his staunch concern for the less fortunate in our society. His leadership was also instrumental in the passage of the Nursing Home Resident Protection Law, the Public Retirees/Pensions law, the Comprehensive Housing and Health Insurance Acts and the Massachusetts Fuel Assistance Program.

Other of Senator Foley's legislative accomplishments include obtaining a $10.6 million state grant to build the Worcester Centrum, placing the University of Massachusetts Medical School in Worcester, authoring legislation which developed the Bio-Medical Park and the Tufts New England Veterinary School in Grafton. In retirement, Senator Foley was involved in a number of civic and charitable causes, most notably the Cystic Fibrosis Foundation, and the Retired State, County and Municipal Association, of which he was Vice President. He was a member of the American Legion (Past Commander), the Disabled American Veterans (life member), the VFW (life member), the Emerald Club, Ancient Order of Hibernians, the Knights of Columbus (Fourth Degree) and the Board of Trustees of Anna Maria College. Mr. Foley received numerous honors and awards from such organizations as Worcester State College, The Mass Bar Association, the Mass Association for Mental Health, the Mass Police Chiefs Association, the New England Small Businessmen's Association, Quinsigamond Community College, the Democratic Committee and the Cystic Fibrosis Foundation. Mr. Foley graduated from St. Stephen's High School and the University of Massachusetts. He is a Veteran of World War II, serving in the US Naval Air Corps.

The family wishes to acknowledge the loving care given to Mr. Foley by Michael Cates, Deb Gemme, Rose Williamson, and especially Valerie Jenson. The funeral will be held Thursday, Dec. 17 from the Athy Memorial Home, 111 Lancaster St., with a Mass at 11 a.m, in St. Stephen's Church, 357 Grafton Street. Burial will be in St. John's Cemetery. Calling hours at the funeral home are 3 to 8 p.m, Wednesday. In lieu of flowers, the family suggests memorial contributions to the Cystic Fibrosis Foundation, 220 North Main St., Suite 104, Natick, 01760.

The time: December 24, 1942. Dan and I were stationed at the Bedford Springs Naval Radio School in Bedford Pennsylvania learning how to become navy radiomen. On this date we asked the rather strict commanding officer if we could be excused that night to sing midnight Mass. Normally, all men who had liberty that night had to be back at the base by 9 PM. We got the CO to okay our being away from base until 3 AM Christmas day.
After Mass, Dan and I and the choir were invited to the priest's house next door to the church for coffee and cookies. We gladly accepted.
We walked back to the base--about a mile and a half. It was very cold and snowing quite a bit. Dan and I never minded the cold and snow. We were just enjoying being with each other and talking how well the Mass sounded.
And we felt good about it.

My deepest sympathy to the family of my favorite senator. When I was a young town administrator in Hopedale I could always count on the man with the mile wide smile. He took the time on a sunday afternoon to join me and my family when I left Hopedale for a new career. I still have his Senate Citation on the wall in my office. There will never be enough words to explain how saddened we are at the loss of "Din". He will always be remembered for his booming voice, his infectious laugh and his beautiful smile. We are very sorry to learn of Dan's passing. A good and decent man has been called to his eternal reward. Dan sang at our wedding in 1965. Very fond memories. In reading our friend Dan Foley's obituary, I couldn't help thinking that they had left out a couple of important things.

It didn't say he could sing like an angel. For years he would be in the choir loft at St. Stephens with Mr. Brennan and later Tony Wondolowski singing at Mgsr. Reilly's high mass. My uncle Paul Daige told me that during WWII he and Dan were studying to be radiomen at the Great Lakes Naval Training center, they would go into Chicago on leave. Eventually some one would ask Dan to sing "Danny boy" and he would "knock their socks off."

And how could they forget August of 1968 when Teddy Kennedy made his "Pick up the fallen banner" speech at Holy Cross after the murder of his brother Bobby. Who does the camera cut to after Teddy is finished speaking? Dan Foley and his omnipresent sunshine of a smile, representing St. Stephen's parish, Grafton Hill, and the people of Worcester. They say the camera doesn't lie, and in that moment in time, you get an image of people standing up for the politics of generosity and compassion that seems to be lacking nowadays.

Dan sings with the other angels now. If we really try, we might be able to hear his voice.

To the Foley Family,

I am deeply saddened to learn of Dan's passing. Dan was the man for all seasons, who carried the love for his family and country as his banner.

His tireless work for the unfortunate souls of this life leaves a remarkable legacy. His impact on bringing UMASS Medical to Worcester was a great benefit for all of the citizens of Massachusetts. Dan never forgot where he came from.

Those who knew him will never hear his boisterous laugh or his incomparable crooning of "Way Marie". We will always carry his spark in our hearts. And in Foley vs. Harrington, my money was on Foley. Dan fought the good fight throughout his whole life... and has earned his peace.

My brother-in-law, Dan, was the best . His God came first and then his wife , children and grandchildren.

His brothers and sisters were also so much a part of his life. And I, as an in-law was the recipient of his love as well.

He was a selfless man. Others came first. He loved his country and was proud of his service in World War II.

As a State Senator and Majority Leader of the house, he worked hard to make Massachusetts a better place.

Dan, I love you, and I know that on Friday, December 11, you were embraced by the God that you were so faithful to on earth.
