My name is Taynay.I worked with Bill in the 70s". He called me Betty Jean as that reminded him of his sister. We spoke often in those days. I always spoke with Valerie when I called. CARTER and I remained friends over the years. Bill loved his kids and was so proud of his grand kids. I will miss my friend.

BILL AND I WERE COLLEAGUES AT SAN JOSE STATE COLLEGE/UNIVERSITY FOR MANY YEARS. WE WERE COUNSELORS, HE IN THE EDUCATIONAL OPPORTUNITY PROGRAM,AND LATER FINANCIAL AIDS, I IN STUDENT SERVICES.
IT WAS A CHALLENGING PERIOD AT SAN JOSE STATE AS IT WAS IN MOST TRADITIONAL WHITE INSTITUTIONS OF HIGHER EDUCATION. THESE INSTITUTION HAD BEEN CLOSED TO ADMISSION FOR MANY STUDENTS OF COLOR. NOW AS A RESULT OF MANY, MANY HARD FOUGHT YEARS OF CIVIL RIGHTS STRUGGLES, THEY WERE OPENING ADMISSION.
MORE STUDENTS OF COLOR-AFRICAN AMERICANS,LATINOS,INDIGENOUS AMERICANS ASIANS, AND LOWER SOCIAL-ECONOMIC WHITE STUDENTS WERE ADMITTED.MOST OF THESE INSTITUTIONS WERE NOT PREPARED TO MEET THE EDUCATIONAL, SOCIAL AND CULTURAL NEEDS OF MANY OF THESE STUDENTS. IN ATTEMPTING TO DO SO, THE UNIVERSITY BEGAN HIRING MORE STAFF OF COLOR THAT REFLECTED THE NEW STUDENT BODY-COUNSELORS, SUPPORT STAFF, AND FACULTY.
BILL CARTER WAS HIRED AS A COUNSELOR AT SAN JOSE STATE DURING THIS PERIOD.
HE WAS WELL PREPARED TO TAKE ON THE CHALLENGES. HIS COUNSELING EXPERTISE;REAL LIFE EXPERIENCES GROWING UP IN OKLAHOMA; THE LOSS OF A ARM AND COMPENSATION SKILLS; HIS INSTITUTIONAL KNOWLEDGE;HIS ASTUTENESS IN CIVIL RIGHTS ,AND INSTITUTIONAL KNOWLEDGE ALL PREPARED HIM TO ASSIST THE STUDENTS TOWARD SUCCESS.
HIS SERVICE BENEFITED MANY,MANY STUDENTS AND PLAYED A CRITICAL ROLE IN THEIR LIVES.
HIS CONTRIBUTIONS MADE THE WORLD A BETTER PLACE.
REST IN PEACE, MY BROTHER.
