Captain Richard F. "Dick" Wilcox, Powell, Ohio, went to be with his heavenly father, April 28, 2018 at 1:30 a.m. with family at his side. He was born June 16, 1934 in Iler, Ohio to Josephine A. (Doe) and Lester F. Wilcox. He graduated from Fostoria High School in 1952 and served in the United States Marine Corp 1952-1955. He was employed with the Fostoria Ohio Police Department 1955-1959 attaining the rank of Lieutenant. He attended North Western University. Dick graduated with the 52nd class Ohio State Highway Patrol Academy in January 1960. He retired as a Captain, Commander of the General Headquarters Investigation Section with over 29 years of service, in March 1989. He was a certified Polygraph Examiner and Investigative Hypnotist conducting numerous cases involving Central Ohio Law Enforcement Agencies, Courts and Prosecutors offices. He served as Chief, Special Investigations, Ohio Department of Liquor Control 1989-1992. Dick was a life member of The Ohio Polygraph Association, American Legion (Bucyrus), Fraternal Order of Eagles, Loyal Order of Moose (Indian Lake), Fraternal Order of Police (Capital City Lodge #9), Aladdin Shrine Temple, AASR Valley of Columbus, Blendon Masonic Lodge (Westerville), Ohio State Highway Patrol Retirees Association, and Ohio Troopers Association. He was an avid OSU basketball and football fan, working 45+ years in the stadium. He thoroughly enjoyed boating, fishing, and outdoor activities at Indian Lake. He dearly loved his family and grandchildren and enjoyed attending their sporting events. Preceded in death were parents Josephine A. and Lester F. Wilcox, Fostoria, Ohio, son Mark A. Wilcox, Stow, Ohio, brother Reverend Lester J. Wilcox, Alamogordo, New Mexico and sister-in-law JoAnn Holobaugh, Grove City, Ohio. He is survived by devoted wife, Sandy Wilcox, Powell, Ohio married for 35 years; son, Bob Harlow (Brandi), Galena, Ohio; daughter, Debbie Logozzo (Mike), Powell, Ohio; grandchildren, Ian Harlow, Kaitlyn Logozzo, Nate Logozzo, and Gracie Harlow; numerous nieces and nephews, and his fur buddy, Trooper. Family will receive friends on Wednesday, May 2, 2018 from 4-8 PM at the RUTHERFORD FUNERAL HOME AT POWELL, 450 W. Olentangy Street Powell, Ohio 43065, where a funeral service will be held on Thursday, May 3, 2018 at 11 AM at the funeral home with Rev. Joel Baer officiating. Interment will follow in Flint Cemetery. In lieu of flowers, please make a donation in Dick's honor to the Delaware County Humane Society. I was saddened to hear on saturday about Dick's passing from one of the other ushers at 16A. For several years my son and I sat in the first row of 16A. That's how we met Dick. He always came over and visited with us before the game and always revisited when the Bucks had a huge play or blew one. Dick had a genuine interest in my son and watched him grow up over 10 years. We looked forward to seeing our friend at each home game.Unfortunately, we got bumped down a couple sections two years ago, but we always looked down to 16A to check on the guys. Finally, after the last home game last year, we ran into him in the concourse. We shook hands, talked, and he commented about my 16 year old son was then taller than me. I'm grateful we got to see our friend one last time. That was not by chance. Dick was a special man and will be missed. Bless you all, and thanks for sharing him with us on autumn saturdays.

I am saddened to hear of Dick's passing. He was a true example of a professional police officer. He served on the Fostoria Police Department with my father with my father Carl Rouse Sr. Dad referred to him many, many, times as "the policeman's policeman." Rest in peace Captain. May the peace of our Lord be with you Mrs. Wilcox, and with your entire family.

I was so sorry to read of Dicks passing.Dick was my supervisor on the wheelchair crew at the OSU football games. He was always a fair and kind leader.I will miss this fine man.

My heart breaks for all the family. I was Dicks secretary for the last years he was assigned to Investigative Services. We were personal friends, too, and attended many hockey games with him and Sandy. I will miss him so much. You will be in my prayers for comfort and healing.

I had the pleasure of serving on Dick's OSU usher crew. He was a fine man, a fair and honest leader and an all around good guy. I will miss him deeply. We all will. This year, at OSU, it just won't be the same. I'd like to express my deepest sympathy to the family of this exemplary man.
