FRANK DULING
DULING, Col. Frank S. Jr., 89, retired Chief of Police for the City of Richmond, passed away peacefully at home Tuesday, June 4, 2013. He was preceded in death by his wives, Irene M. Duling and Ruth Parsley Duling; his parents, Frank S. Duling Sr. and Margaret Duling Bayne; and his brother, Dalton R. Duling "Sgt. Santa." He is survived by his daughter, Vanessa Irene Duling; two grandchildren, Vanessa Anne Preston and Wayne E, Preston Jr.; and three great-grandchildren, Darianne Irene Preston, Kaleb Dane Preston and Aidan Wayne Preston. He was a member of Northminster Baptist Church, a Past Master of Metropolitan Lodge No. 11 AF & AM., Past District Deputy Grand Master, a member of Richmond Scottish Rite Bodies, KCCH and a 33rd Degree Inspector General Honorary, York Rite Bodies, Tall Cedars of Lebanon, ACCA Temple Shrine, Past Patron of Blanche Spencer Chapter No. 11 O.E.S. and Past Worthy Grand Patron of the Grand Chapter of Virginia Order of the Eastern Star. The family will receive friends from 2 to 4 and 6 to 8 p.m. Thursday at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd., with a Masonic Memorial Service being held at 7 p.m., and where a funeral service will be held 12:30 p.m. Friday, June 7. Interment will follow in Forest Lawn Cemetery. In lieu of flowers, contributions may be made to the Alzheimer's Association or the Scottish Rite Childhood Language Center at Richmond.

My time spent in Mr. Duling's company was very brief, but he held me in awe with his presence, his hospitality, and his respect, honor, and privilege of serving Richmond and his family. He left indelible impressions upon both. My respects to you and your family, Col. Duling.

Dear Family and Friends . . .

The last two weeks have been such a blur for me. I sit here and reflect back over this time and try to remember it all. The one thing that I know for sure, and will always remember, is that there are so many people that have helped me during this time of bereavement over the loss of my Dad. My Dad lived the type of life that afforded him many friends, and many came to aid me during this time out of regard and respect for him. What an example he set for our family, and especially me, and hopefully those that observed him and all he did over the years.

To ALL of you I want to say thank you so much for all you have done to help. Every thought, prayer, and offering of condolence was of great comfort to me during this time; it was appreciated more than I can express in words, and will remain with me throughout the days ahead.

So many of you worked behind the scenes with no notice or acclaim but steadfast to accomplish the entire task and help with all the decisions. Dad would have been honored and truly humbled by it all. Saying thank you just doesn't seem enough! Please pardon me that I don't name all of you as I would feel just awful if I happened to leave anyone out. But you all know who you are and you will ever hold a special place in my heart.

Thank you, Thank you for the respect and honor you have bestowed on my Dad. Thank you for the love and comfort you have shown me.

My heartfelt condolences to Vanessa and the family. To finally say goodbye to a man who promoted me three times, was a leader, mentor, brother Mason and friend is difficult indeed. You always knew where you stood with Colonel Duling. He was honest, stern and demanded the best in appearance and performance. He gave the City of Richmond a professional department that produced and developed many Chiefs and Sheriffs for other cities and towns. He was a better Chief than the City deserved, and will be missed.

I had the pleasure of knowing the Colonel for many years and there is no question about his love for law enforcement. Prior to my retirement from Henrico Police I sought his advice on many issues and he always had
suggestions/advice to help me. I was truly grateful. The Richmond metro community has lost a valuable member but he will always be remembered as a man of integrity.

Vanessa, I don't have the words to express to you my feelings regarding your dad. He was such a large part of Randy's and our lives for so many years. During the death of my daughter and, later, the birth of Randy's and my son, your family's comfort and support was always there and was rock solid. You all were--family.
