Joseph Barkley Obituary

BARKLEY, Joseph "Joe" Dossie II, age 77, a resident of Virginia Beach, VA, formerly of Lawrenceville, VA and Halifax, VA, passed away Thursday, December 28, 2023.

Joe, son of the late Joseph Byrd and Mary "Snooze" Elmore Barkley, was born in Richmond, VA and raised in Lawrenceville, VA. After graduation from Brunswick High School in 1964, he earned a Bachelor of Science in Civil Engineering from Virginia Polytechnic Institute in 1968 and joined the Virginia Department of Transportation (VDOT). After VDOT training opportunities in Montgomery and Wythe Counties, Joe served as resident engineer in Halifax and Charlotte counties from 1975 - 2011. He was awarded the Commissioner's Award for Excellence in 1997 and earned Professional Engineer certification in May 2002.

Joe loved spending time with friends and family and volunteering with various community organizations including the Boy Scouts of America, the Halifax Area Water Authority, the Jane Jones Food Pantry, and the Halifax County Cancer Association. He loved hosting summer Camp Halifax sessions for his grandchildren, annual porch parties for friends, biking, playing tennis and golf, and following his favorite sports on television.

Joe is survived by his wife of 56 years, Faye Norwood Barkley; son, Joseph Dossie Barkley, III (Michelle); daughter, Mary Barkley Phillips (Steve); grandchildren, Chance Dossie Phillips, Kyle Mitchell Phillips, Bryce Joseph Phillips, Natalie Napoli Barkley, Harrison Dossie Barkley; sisters, Beverley Barkley Weaver and Byrd Barkley French; as well as three nephews, Curt Weaver, Scott Weaver, and Brandon French, and a niece, Barkley Wilhite.

The family will receive friends from 2 to 3 p.m. Thursday, January 4, 2024 at Williams Funeral Home in Lawrenceville, VA. A memorial service will begin at 3 p.m. at the funeral home followed by interment at Oakwood Cemetery.

In lieu of flowers, donations may be made to Jane Jones Food Pantry c/o Main Street United Methodist Church, 701 N. Main Street, South Boston, VA 24592, or the Halifax County Cancer Association, 29 S. Main Street, Halifax, VA 24558.

We met briefly while Joe and Faye were out walking one afternoon. We only talked briefly but could tell they were a very nice couple and a great addition to our neighborhood. It saddens us that we didn´t get to know Joe better. Our condolences to Faye and her family for their loss.

We enjoyed brief conversations with Joe as he biked through his new neighborhood in Virginia Beach. Our condolences to his wife Faye and family. We are sad that Joe´s time in Arthur Park was so limited.
