ALBANY - Andrew "Stretch" Michael Phelan Jr., 80, of Albany, passed away peacefully at home on November 21, 2025, surrounded by his family. Born June 10, 1945, Andrew was a lifelong Albanian and graduate of Albany High School, Class of 1964. He proudly served in the U.S. Army from 1965-67. He served in the 704th Maintenance Battalion, 4th Infantry Division during the Vietnam War. Upon returning from Vietnam, he continued his career with Niagara Mohawk retiring after 41 years as a traveling operator in 2006.
Andrew married Deborah Claire Oliveira on June 29, 1969, and together shared 57 years of marriage, raising four daughters, Kristen (David) Haugh, Lauren (Michael) Johnson, Aimee (Louis) Fedullo, and Raechelle (Michael) Prim.
He was a member of the Ward Pond Club, Elks Club, Ancient Order of Hibernians, the Knights of Columbus, and served on Albany's Citizen Police Review Board, appointed by Mayor Gerald Jennings. Andrew also proudly hosted the annual Policeman's Ball. He cherished time with family, especially vacations in the Outer Banks and on Martha's Vineyard, and loved sailing in Vineyard Sound with his brother-in-law, Daniel Oliveira.
Andrew is survived by his wife, daughters, sister, JoAnn; and 12 grandchildren, Aine, Joseph and Ciara Haugh, Victoria and Skylar Johnson, Nina, Louis, Elena, and Annika Fedullo, Liberty, Andrew and Donovan Prim; along with many nieces, nephews, and cousins. His beloved godchildren, Maureen Bennett, Patrick McCarthy, Matthew Devane and Matthieu Oliveira. He joins in Heaven his parents, Andrew Sr. and Ethel Phelan; his brothers-in-law, Dennis McAuliff and Col. Branch Moeling; and infant granddaughter, Laura Anne Fedullo.
The family extends heartfelt thanks to the Veteran's Administration and Community Hospice for their compassionate care.
In lieu of flowers, contributions may be made in Andrew's memory to the Community Hospice, 310 S. Manning Blvd., Albany, N.Y. 12208 or the charity of one's choice.
Relatives and friends may visit with Andrew's family Tuesday, November 25, 2025, at McVeigh Funeral Home, 208 N. Allen St., Albany, N.Y. 12206, from 4:00 p.m. to 7:00 p.m. Please enter the funeral home from the rear parking lot entrance only.
Andrew's funeral service will be Wednesday, November 26, 2025, at Historic St. Mary's Church, 10 Lodge St., (Rev. James Lefebvre Way), Albany, N.Y. 12207, where his Mass of Christian Burial will be celebrated at 9:30 a.m.
The Rite of Committal will be noon, at Gerald B.H. Solomon Saratoga National Cemetery, Schuylerville, N.Y., with full military honors.

I spent childhood days with Andy on Maple Ave in Albany, N.Y. I was tad bit younger and looked up to him as a "big brother" as he pulled me around the neighborhood in his red wagon. Wonderful bio and he seemed to have a wonderful family and adult life. May he rest in peace and many prayers to his family.
