Charles Dickson Obituary

Charles M. "Charlie" Dickson GUILDERLAND Charles M. "Charlie" Dickson, 60, of Guilderland, passed into eternal rest on August 2, 2013 at the Inn at St. Peter's Hospice in Albany surrounded by his loving family. Born in Troy, Charlie was the son of the late Joseph and Marjorie Vroman Dickson and the loving and devoted husband of Suzanne Rock Dickson of Guilderland. Charlie was a graduate of Siena College, and prior to his retirement was the director of utility and rates service at the New York State Public Service Commission. Charlie loved to travel with family and friends, vacationing in Myrtle Beach, S.C. each summer. He loved to spend time golfing, sailing and woodworking. Charlie is survived by his loving children, Trevor (Eleanor Ayres) Dickson and Alexander (Katie Anello) Dickson, both of Guilderland, and Scott (Janice) Madigan of Clifton Park. He is also survived by his sisters and brother, Maureen (the late Jon) Hammann of Somers Point, N.J., Gerald (Kathy Shaffer) of Calabash, N.C., and Nancy (John) Donohue of Troy. Charlie is also survived by several nieces and nephews and many friends. The funeral service for Charlie will be held on Tuesday, August 6, 2013 at 9:45 a.m. at the Wm. Leahy Funeral Home, 336 Third St., Troy and at 10:30 a.m. at Sacred Heart Church in Troy where a Mass of Christian Burial will be celebrated. Relatives and friends are invited to attend and may call at the funeral home Monday from 3 to 7 p.m. Interment, St. Joseph's Cemetery. For those who wish to remember Charlie in a special way, donations may be made in his memory to the Pancreatic Cancer Action Network, 1500 Rosecrans Ave., Suite 200, Manhattan Beach, CA 90266

Sue and Family,

My deepest condolences on Charlie's passing. I remember hearing of his health crisis shortly after his retirement and was deeply saddened. As you know Charlie was my boss for 4 years. I've always told anyone who would listen that he was the best of the best. He was the kind of boss you wanted to go above and beyond for. He was hardworking, tactful, witty, humorous, an all round great guy. You could see his zest for life, his great spirit. I consider it an honor to have worked for him. All Directors, bosses should possess his many admirable qualities. He truly was one of a kind. My heart is heavy. My prayers are with you and your family and Charlie. I was lucky to work with Charlie for over 30 years. He was a great supervisor and mentor. I learned a lot from him and it was not just about accounting. He was a hard worker and always fair in his decisions. He was witty and smart and fun to work with. I will never forget Charlie.

I am devastated as anyone who knew Charlie would be. I send my best to his family, and Sue especially. I was similarly moved to hear his farewell to the Commission a few years back and for those of you who knew him, here are this those words:

(Applause)
MR. DICKSON: Well, this is a little overwhelming, but I want to thank you all for the resolution, the nice words, the sentiments. I really do appreciate it.
Let me say that it's been a privilege to serve you all, and the previous Commissioners that I have served as well over the past many years.

I consider this Commission to be the best in the country, and to have provided you with whatever advice and assistance I have been able to give is truly an honor.

I can't imagine a better career for a public servant than to work here and I can't imagine a better career than to be a public servant.

I want to thank each of you for your courtesy, respect and professionalism in dealing with not only me, but the 550 plus employees of this department, who each rely upon you and your decisions to give their hard work meaning.

When people refer to employees as human resources, they can point directly to this department for why that term is used.

I want to also thank and show my appreciation to my colleagues throughout the department, and to my fellow directors, who have shown a tremendous willingness to work together in the best interests of the people of the state.

Finally, if I can speak on behalf of the ratepayers for a moment. Let me thank you for the hard work that you do in balancing the needs and maintaining safe and reliable service against the very serious concern about people's ability to pay for that service.

I wish you luck in doing that balancing in the future as new demands come from everywhere with one thing in common: Higher costs.

Now that I will be on a fixed income, I will continue to follow your work with renewed interest.

Thank you all for the opportunity to speak one last time in public.
