Norman Nosenchuck Obituary

Nosenchuck, Norman Harold NISKAYUNA Norman H. Nosenchuck, 87, of Niskayuna passed away on December 15, 2015, at Ellis Hospital in Schenectady after a long illness. He was born in Brooklyn to the late Abraham and Belle and Nosenchuck. He is survived by his loving wife of 61 years, Ruth, of Schenectady; his son, Daniel and his wife Robin Sue of Newtown, Pa., and his brother, Jerome and his wife Delia, of Yuma, Ariz.; along with several cousins, nieces, and nephews. Norman was predeceased by his brothers, David and Lionel, and sister, Lenore. Norman grew up in the hamlet of Mountaindale, N.Y. in the Catskills, where he attended elementary and high school. He received his bachelor of civil engineering from Syracuse University in 1950. He went on to serve in the Army during the Korean War, being stationed in the Philippines, where he was responsible for surveying and mapping a number of islands. He subsequently returned to the Catskills where he was a consulting civil engineer, involved in the planning, design, supervision, and project management of a number of realty subdivisions, water and sewage works and other general construction. He also served 10 years as the chairman of the Town of Fallsburg Planning Board in Sullivan County, N.Y. In 1966, Norman began his service with New York State with the Pure Waters Program where he helped organize and implement the State's multibillion-dollar construction grants program for municipal wastewater treatment works. For two years in the mid-1970s, he was on loan from New York State, to the US Environmental Protection Agency in Washington D.C., as the adviser to the director of the municipal construction division. He then returned to New York State Department of Environmental Conservation where he became the director of the Division of Solid and Hazardous waste. Among many other high-level projects, he was fully responsible for the remediation of the Love Canal site. He retired from the NYS DEC in 1998. He was a member of various professional organizations and committees in state and federal government, and past president and long-term director of the Association of State and Territorial Solid Waste Management Officials (ASTSWMO). Graveside service and burial were conducted on Friday, December 18, 2015, at the Chevra Shas Cemetery in Syracuse. In lieu of flowers, donations may be made to Congregation Beth Israel, 2195 Eastern Parkway, Schenectady, N.Y. Services by Birnbaum Funeral Service, Inc., Syracuse (315)-472-5291.
