Tay R. Waltenbaugh, 69, of New Stanton, died Sunday, Dec.17, 2023, at home surrounded by his loving family. He was born Sept. 9, 1954, in Fort Benning, Ga., a son of the late D. Roebling and Edith (Jack) Waltenbaugh. He received a Bachelor of Science degree in psychology and sociology from Juniata College. Tay was chief executive officer at Westmoreland Community Action for nearly 30 years. During his tenure, Tay helped WCA grow astronomically in funding, services, programming and staff. He also formed Westmoreland Human Services, Inc. He had a lifelong passion to help raise people out of poverty. He never forgot where he came from and everyone who encountered Tay was important to him. He would make it his mission to treat everyone with respect and dignity and be committed to helping with their needs. He was a recipient of the Seton Hill University Entrepreneurial Excellence Award and the Top 100 People in Central Pennsylvania and Beyond award from Pennsylvania Business Central. He also volunteered for numerous organizations. Tay could be relied upon by his family and friends. He instilled in his children the importance of hard work and dedication. His true love was the outdoors. He had a passion for hunting, fishing and working around his property with his farm equipment. I had the honor of working with Tay for 30 years as directors of neighboring community action agencies. Tay's kindness, enthusiasm and dedication were his trademarks and made his work successful. The world is a bit less bright without him. My heart goes out to Brenda and his children, who he loved so dearly. Rest in peace my friend.

I knew Tay from various business dealings when I still worked at the WCIDC, but really got to know him from our golf league. Tay had an infectious smile and personality, and was one who always lit up the room. RIP my friend and I will remember the many laughs that we had together!

I will always remember volunteering at the church in Greensburg at Christmas and the joy it brought to the families, the smiles from little ones as Tay would walk in as santa and giving out gifts. Such fun to see a tall skiny santa walk in ringing his bells.

I had the pleasure of working with Tay for many years. I was often impressed with the energy and creativity he brought to his leadership at Westmoreland Community Action. There were several times when I wanted to show what a Community Action Agency could do that I turned to Tay and Westmoreland Community Action as an example. Tay spoke at conferences of the National Association of State Community Services Programs and with staff of the National Governors Association at my request. Westmoreland County and Pennsylvania are better places for the work he did. I will miss him greatly. My sincere condolences to his family , friends and the staff at Westmoreland Community Action.
