Jess Roy Mooney Jr. passed away on Feb. 21, 2006, in Prescott, Ariz.
He was born May 27, 1927, in Wichita Falls, Texas, and moved to Ventura at age 7. Jess graduated from Ventura High School. He married Betty Davison on July 4, 1948.
Jess served honorably as a Seabee in the U.S. Navy and worked at the Naval Civil Engineering Lab at Port Hueneme for 37 years. Jess also served from 1962 to 1969 as a city councilman and mayor pro-tem in Port Hueneme.
After retiring, Jess enjoyed traveling in his RV and fishing.
He is survived by his wife of 58 years, Betty, and son Robert, both of Prescott, Ariz.; his daughter, Diane (husband Steve) Jarvis of Flagstaff, Ariz.; grandson, Staff Sgt. Sean Jarvis (wife Jesica) and two great-grandsons, all of Germany; sisters, Bernice (husband Jim) Jenkins and Brenda (husband Jim) Cox of Ventura; and many nieces and nephews.
Jess was preceded in death by two children, Sharon and Richard.

Jim & I have been friends with Jess & Betty for over forty-two years. Some exciting, some sad. No matter where we lived at the time, be it So. Calif. or No. Calif. they were but a phone call away. Jess was always ready to offer guidance,opinion,suggestions and so much more.
We have shared some very memorable days of camping and fishing together. Oh what tales we could tell. I have to laugh just thinking of them.
Our Dear Friend will always be remembered as kind, charming,respectful,humble,caring, honest and thoughtful of others.
Jess, you will always be remembered by all those who loved you, sometimes with a tear but more often with a smile.
We will miss you deeply, Jess.
May God grant Betty and her family comfort in these trying times.

Jess and Betty's daughter, Diane, and I have been friends for over forty years. Each weekend for many years, Diane was either at my house or I at hers, growing up together during those important years. Each time I was at their home, Mr. and Mrs. Mooney made me feel welcome and as though I were their second daughter. I will forever remember Mr. Mooney in his garage, building or fixing something, with a cigarette and a smile always on his lips. When he danced the waltz with me at Diane's sixteenth birthday party, I felt as if I were the lucky girl being honored. He and Mrs. Mooney were always interested in what was important to me, well into my married life and life with our children. My husband, Michael, and I are grateful to God for saving him from suffering any longer. We know that Mr. Mooney will watch over and guide his family with the strength that he no longer had on Earth. God bless you and keep you, Mr. Mooney, and thank you for being such a loving father to my lifelong friend and a special friend to me.

Hi, I am Violet (Judy) Harvel-Schieferle's youngest daughter, Janet. Violet was Jim & Hazel Harvel's youngest daughter. Jess was my Mother's cousin, and I had the opportunity to meet him and get to know him a little bit! I was visiting at another one of our cousin's home in Nevada, and ended up riding home with him, his wife, daughter Diane, and son, I believe his name was Richard, he left us shortly after I met and got to know him a little. My mother very often spoke of Jess and was very fond & proud of him when she spoke of him.

Not a lot of people in their life have the luxury of having two wonderful fathers. I'm one of those lucky few. My dad will always be my hero and number one in my life, but Grandpa Jess, what can I say...he was the best. There are too many great memories to pick one and put it into words. My life was filled with good memories involving my Grandfather. He's one of the strongest men I've ever met in my life, both physically and mentally, and that gave me something to strive for. He taught me a lot about life. I am a better person because of him, and I know there are many others out there that can say the same. I Love You, Grandpa, I'm going to miss you...

Jess Mooney will always be remembered as a good friend and contributed so much to the City of Port Hueneme while on the City Council and active in local schools and organizations. While on The Oxnard-Press Courier editorial staff, I wrote many times about Jess and his family. We moved to Vero Beach, Fl. two years ago. My love and sympathy to Betty, children and grandchildren. Mr. Mooney was a great example of a father, friend and patriot.
Spending time at the Mooney house meant laughter, food, and entertainment. Who can forget those "Follies".
I spent many happy times with Diane in the house on Park Ave. Mr. Mooney treated me like another daughter and I always felt safe there. I'm blessed to have been part of the Mooney family for all these years.
You will be missed Mr. Mooney.
