Rodney Fernandez, age 68, of Santa Paula, CA. was called by the Lord on October 23, 2013.
Fernandez, who championed the cause for affordable workforce housing in Ventura County over the past 5 decades leaves a legacy of more than 1700 homes created to help house families who otherwise would not have been afforded the realization of a house to call home. In the mid-1970's he helped settle the dispute between the Saticoy Lemon Association and the farm workers residing at Cabrillo Village. Shortly thereafter he went to work at Cabrillo Village, forming the Cabrillo Improvement Association, to rehabilitate the "Grapes of Wrath" housing at the village. His vision went far beyond rehabilitating the housing stock. Employment "re-tooling" of the farm workers to learn carpentry, plumbing, electrical wiring, and other crafts was underway. His vision resulted in creating a tile shop, cabinet shop and a community store, where farm workers received training in new careers. Tile from that very tile shop adorns his entire home.
Shortly thereafter he created the Cabrillo Economic Development Corporation to help other working families with housing needs county-wide. Mother Teresa said, "Life is a dream, realize it". Rodney lived his life much as Mother Teresa said it should be lived. While he dealt with asthmatic lungs, Rodney did not complain. He dreamed of helping others succeed. He dreamed of helping others improve their lives. He dreamed of catching the big fish, hiking the Sierras and loving his lovely wife, Melinda. He realized it all.
Along his life's journey, he was recognized locally, regionally and nationally for his undying commitment to serving the underserved, hiring and nurturing staff to excel beyond their recognized talents and for his tireless and continuous advocacy to create policy to facilitate housing opportunities for farm workers and other working class citizens. He was tenacious and he was fearless in advocating for those less fortunate that he earned and was lovingly known by his nickname, Fearless!
And now, Rodney is free of his asthmatic lungs and can join his best friend Ray Sepulveda in the Lord's house for those fishing expeditions they were famous for while they were both on this good earth. No worries, no oxygen canisters, no pain, just a new beginning and new adventures with Mother Nature and Boudie Ray. Until we meet again, my friend, rest well, sharpen those fishing hooks, freshen the line, oil the reel, and check the pole. No excuses, no tales of the one that got away.
Rodney was preceded in death by his father, Raul Fernandez; mother, Mercedes Fernandez; sister, Silvia Fernandez; and brother, Gilbert Fernandez. He is survived by wife, Melinda Fernandez; his brother, David Fernandez; and aunt, Greg Ortiz, numerous cousins, extended Fernandez family members and countless friends from California to Maine, including friends in Canada and Mexico.
A Celebration of Life Ceremony will be held at 7:30 p.m., Friday, November 1st at Our Lady of Guadalupe Catholic Church, 427 N. Oak Street, Santa Paula. A Funeral Mass will be celebrated at 10 a.m., Saturday, November 2nd also at Our Lady of Guadalupe Catholic Church with Father Charles Lueras, C.R.I.C. officiating. Sometimes you're lucky enough to have an angel walk into your life and shape your path for the better. Rodney was one of those angels for many, including myself. Thank you for helping young folks like me find their voice and gain the confidence necessary to pursue their dreams. Thank you Rodney for all of the gifts you gave us. I had the opportunity to work with Rodney on a few projects over the years and was always impressed by his passion, compassion and commitment to what he believed in. He is certainly on my list of people I'm glad to have known and who made a difference in their communities. His work benefited many, and a creating CEDC as a viable, ongoing organization is an important part of his legacy. We will miss him.

Many of you may recall Rodney as a very kind man, deeply committed to the work and to building the community development field. Rodney was a wonderful man and made a real difference in the world around him, and he was particularly fortunate to able to spend most of his life living in his passion. I was fortunate to have known Rodney since the very start of CEDC.

I saw the obituary for Rodney in the LA Times. I must say that it surprised me. It must have been a shock to all at Cabrillo. I only met him the once, I believe, when Jennifer showed me around Cabrillo and then we all had lunch. I may have only met him other times in connection with my work at The Star, but those escape me.
I can say this. He was very very unpretentious. He saw a need and found a way to fulfill it. He worked tirelessly to help improve people's lives. In this he succeeded. He could have, on the strength of his reputation, used his success to gain more influence, to gain political stature, to become a key player in the power structure of Ventura County. That he didn't, that he spent his life for the betterment of other lives is a testament to his integrity, to his selflessness, to that which is in all of us-the willingness to extend a helping hand freely and without strings-if we only accept it.
He leaves a legacy of footprints too large for others to follow. That is a failing of society, that men of vision can create such a true and pure path only to find there are few worthy or willing to follow.
To all those he helped gain dignity and a sense of worth and a place to live in this world, he will be missed.

I remember Rodney when he was the Human Rights Commission Director and he had his little office with the Community Action Commission and then we were thrown all together to become the Commission on Human Concerns & Community Development. He did a lot of things to help me serve low income people in Ventura County. I will never forget him. He was a wonderful person.

I have had the pleasure and honor of knowing Rodney for about 15 years and have never ceased to be impressed and amazed by him. I knew Rodney from the 80s when he took some of us from Ventura College on a tour of the camp to show us how they were refurbishing homes. it was quite remarkable what he had accomplished so quickly, just as it seems remarkable even now as I look back. He was most definitely not only a visionary, but one committed to his vision, who actually knew how to bring that vision to life. In a lifetime of service capped by founding and leading Cabrillo Community Economic Development Corporation for three decades, he helped tens of thousands, many of whom will never know his name. Some of us were lucky enough to be his colleagues, better yet his friends.
Over the years, many have encountered him and some will have seen his wonderful development work. A lesser known story is his continuing commitment to community empowerment through education and organizing. He hewed to his ideals and never gave up.
His life was always busy, but no matter his challenges, he found time to give advice, encouragement and support to others.
I know because before we created Rural LISC, I went to visit Rodney to see what he thought and would suggest. Typically, his thoughts and words were wise.
He told me to go ahead because it was needed, but to be sure that we involved the stakeholders in really meaningful ways. It was the CDC directors and their supporters who designed a program that continues nearly 20 years later.
When we were contemplating creating Stand Up for Rural America, we turned to Rodney again. His advice led us to recruit more than 700 founding sponsor organizations. When we were considering what Stand Up should do after Rural LISC spun it off, Rodney urged
us to reach out to the grassroots.
He was the first CDC director to pledge resources to what is now 10,000 Friends of Rural America.
A Navajo blessing speaks of Walking in Beauty. Anyone who was privileged enough to spend time with Rodney and his wife Melinda, separately or together, felt the aura of love and beauty in which they walked. My heart goes out to Melinda and Rodney's family, to the organization which he led so well, his successor and to all the people who benefited from his efforts and those who will benefit. Rodney Fernandez, a true hero, now walking in beauty forever.

Rodney Fernandez was one of the greats of Venura County. He simply never gave up when city after city fought him when he simply wanted to build housing for farm workers. He created an organization, Cabrillo Economic Development Aossociation was superbly operated and evolved into a social effort to provide for the poor. He hired smart people who were doers. I never voted against Rodney and am most proud that I was the swing vote for the farm working housing near Piru. Ventura County was blessed by God when Rodney was born.

Rodney's legacy is more than housing. It includes the young men and women who grew up in safe and sanitary housing (first in Cabrillo Village, and later in all of the housing made possible by CEDC). These young people saw possibilities, and went on to pursue higher education, becoming professionals, teachers, doctors, lawyers, and leaders in their own rite. We thank Rodney for his leadership and extend our deepest condolences to his family and to the entire community which benefitted so much from his work. As one who first met Rodney 35 years ago, I will miss him greatly.

Rodney Fernandez deserves to be honored by the Board of Supervisors for his superb contribution to poor people, especially farm workers. He deveveloped an organization, Cabrillo Economic Association that lasted for three decades and still contributes today to providing housing for farm workers. He knew how to choose good staff people many of whom started with him. I voted for all of his projects and am especially proud of my swing vote for the farm worker units near Piru. Rodney never forgot my vote. Rodney is my hero because he never gave up.
