CHARLES FRANKLIN Obituary


FRANKLIN Dr. CHARLES LIONEL FRANKLIN, JR. "Chuck" Dr. Charles "Chuck" Lionel Franklin, Jr. was born to the late Madeline DeLoach Franklin and Dr. Charles L. Franklin, Sr. in Washington, DC on April 5, 1946. After an extended illness, Charles departed to his eternal reward on June 2, 2014. Dr. Franklin was the husband of the Honorable Alexis M. Herman, 23rd Secretary, U.S. Department of Labor. Dr. Franklin attended McKinley High School where he became an officer in the ROTC and was a member of the student government leadership team. He matriculated at Howard University in 1963 and received a Bachelor's of Science Degree from his beloved Alma Mater in 1967. Chuck was a devoted alumnus of Howard University and was elected Student Body President in the late 1960s. While at Howard, Chuck was actively involved in student government activities. Additionally, because of his commitment and advocacy on behalf of black college football at Howard, he was named by the Washington Post as the #1 promoter of the Howard University athletic department and in particular, the Bison. After undergraduate school, Chuck continued his education at Howard earning a medical degree in 1971. From 1971-1974, he served an internship in Internal Medicine and his medical residency in the U. S. Coast Guard's (USCG) Public Health Service Hospital in Staten Island, NY. He completed his residency with the USCG in the outpatient clinic in Washington, DC where he achieved a final rank of Senior Assistant Surgeon. This service was followed by a residency at Howard University in obstetrics and gynecology from 1974-1975 and a Family Practice Fellowship at Howard from 1975-1976. From 1975-1976, Dr. Franklin worked as Employee Health Physician and Emergency Room Medical Officer at Howard. In June of 1976, Dr. Franklin opened his Family Medicine practice in Silver Spring, Maryland with medical privileges at Howard University Hospital, Montgomery General, Holy Cross Hospital and Washington Adventist Hospital where he served on the Board, as Acting Chair of the Family Practice Department. He also served on the Medical Records Committee at Howard University Hospital. Dr. Franklin practiced medicine for 35 years. He was a passionate patient advocate and continued to make house calls for elderly patients, even in the age of managed care. Dr. Franklin was a dedicated member of the Boule brotherhood, the Alpha Phi Alpha Fraternity, Inc., and the D.C. Medical Society for which he served on the Legislative Committee. His Alpha Phi Alpha line brothers remained life-long friends. Dr. Charles Lionel Franklin will be sorely missed and forever loved. Left to mourn his loss are his loving and devoted wife, The Honorable Alexis Herman Franklin; two daughters, Sharath Franklin Smith (Jeffery) and Michelle Franklin; one son, Charles J. Franklin; two grandchildren, Brian and David Smith; two sisters, Dr. Dolores Mercedes Franklin and Estelle Diane Franklin, Esq.; a niece, Lynette Franklin; brothers-in-law, James Bernard Broadus and Kirk Herman; godchildren, Kaelan Laurence, Geonard Butler, and Brianna Lane; a devoted friend, Geonard Butler, Jr. and a host of other family and friends. My condolences to the family. Dr. Franklin was my doctor for 27 years and after hurricane Katrina he saw my mom pro bono. He prayed with us and he loved the Lord. Thanking God for his legacy.

I remember Charles Franklin from our undergraduate science clases together at Howard U. He was a good person and a serious student engaged and involved in campus life. I´m sorry that he died too young to see his grandchildren grow up.

Jennifer and I talked about Dr. Franklin last week. Jennifer mentioned that he and I would talk theology during my appointment and Jennifer´s appointment followed. She always told him "I want my time also". Eventually the staff scheduled our appointments before lunch so the waiting time for other patients would not be lengthened by us. Charles: a highly competitive and non stop energy person. Attended Howard University with Charles. He pledged Alpha Phi Alpha, I pledge Omega Psi Phi. Lost contact with Charles in our Life endeavors. However at a few dinners my wife and I, talked to Charles and his wife, Secretary of Labor, Alexis M. Herman. When great men are still needed in 2020, you want to challenge God’s decision regarding the death of Charles in 2014. Dear Family.
I just heard about the loss of our beloved Dr.Franklin who was our Doctor for 22 years.We first met him in 1982,and cherished his kindness ,thoughtfulness,good advise,as he was such a caring and loving person. I really will miss him a lot and prayed for him daily during all last year,being it at a Synagogue ,wailing wall in Jerusalem on my last visit to Israel ,and even in Churches.
I was also visiting his office during winter holidays to wish him a happy year and he always wished me the best for my holiday.

I met and became a patient of Dr. Franklin at the beginning of his practice. He has been the most attentive physician from which I have ever had to seek medical help. We conversed about my health issues and as friends we conversed about our family. He was a great physician and a wonderful friend. At 85 years old it is very hard to reestablish the kind of trustworthy patient/physician relationship we had. He had a bedside manner rarely seen in doctors today. Dr Franklin was my family doctor from 1989 to his death . I am shocked to hear about his death . He was kind and treated us like his family . My husaband became so close to him that they became friends and made jokes at each other whenever he visited. Here, I am waiting to hear when some one else will take over his practice as he promised. My family still does not have a family doctor . My condolences to his lovely family that allowed us his patients to share him with them.

TO THE FRANKLIN FAMILY. It was a joy to have been associated with Chuck having pledged at Beta Chapter,AOA, 1968. Chuck had a commanding presence about him but had a smile that would melt your heart.It did not matter whether or not you were a country bumpkin from North Carolina or at city person from a metropolitan area in the United States, Chuck treated all people with respect. Chuck's labors on earth are now finished, and God has called him home to His eternal rest. Though Chuck may no longer be physically with us, the love that he has for his family and friends will endure throughout eternity.

To the family of Dr. Charles L. Franklin, Jr. I was saddened to hear of Charles' passing. He and I were classmates at Taft Junior High School and McKinley Senior High School in Washington, DC. All of his classmates knew that Charles would be a phenomenal success at whatever his choice of careers. He was well-known as one of our outstanding students..always achieving very high academic success. But most of all, we remember Charles as being a very jovial person...and one of the great "talkers" of the world. He could bend your ear for what seemed like forever. Charles was very supportive of his high school alumni functions...we could count on him being there all of the time. However, in 2013 when we had our 50-year reunion, he sent word that he was ill and would not be able to attend...and we sorely missed his and Alexis' presence. He had very much looked forward to attending, but it wasn't meant to be. Family, may God continue to give you comfort in the loss of your dear one. And of course, we know that Earth has no sorrow that Heaven can not heal.

Chuck, as he was fondly called, will be greatly missed. He started a group called the "Soul Squad, while a student at Howard. I will always remeber this upperclassman who wanted to make sure new students understood what it meant to be a Howard man or woman. I will always treasure the many long phone conversations I had with him over the years. I enjoyed serving under him when he served as president of the Greater Washington, DC Alumni Club. I am honored that Chuck felt a level of comfort with me and often sought my opinion about his personal life. Anything he touched had a mission and positive outcomes. As the saying goes, Chuck did not just “talk the talk, he walked it.” He was a joy to be around. I am thankful that Chuck was a part of my life on planet Earth. Your historic leadership and “Chuck's” medical manners affirm that you-two understand/understood Godly commandments. Hence, God blessed you-two.

Dr. Franklin was my primary physician for almost 30 years. It is with incredible sadness that I learned of his passing. He always provided samples of any medication that he was going to prescribe. This I appreciated. The best part of his practice was he took the time to listen. He was always well informed, took time to listen to me and provided overall great medical care. Perhaps because we attended Howard at the same time, he certainly understood us baby boomers. I shall miss Dr. Franklin.

To the family of Dr. Charles Franklin please accept our heartfelt condolences. Both my husband and I were long time patients of his for at least 26 years. The relationship felt more like a family/friend than Dr/patient. You had to love him for his honesty and sincerity. He was always straight forward but always caring and never short on advice (both asked for and unasked for). Through the years I saw him become more and more spiritual and he was proud to share that side with his patients as well. Dr. Franklin is already missed!
