Of Melbourne, FL, Col CHARLES F. HOY, JR., 79, passed away on Monday, October 13, 2003. He was born in Charleston, WV. He had a distinguished Military career. He was with the 34th PRS during WWII and after receiving a regular commission in 1946, he continued in photo reconnaissance. He served with distinction, returning from a combat tour in Korea and serving during Vietnam; ARDC HQ in Baltimore; was involved in the development of the U-2 and SR-71; assigned to the Central Intelligence Agency (CIA) and Defense Intelligence Agency (DIA) in turn and retired from the National Reconnaissance Office (NRO) in 1971 after 30 years of service.
Col Hoys service awards include: Legion of Merit (with cluster); Distinguished Flying Cross, Air Medal with 8 clusters, Joint Service Commendation Medal and Air Force Commendation Medal. After the end of the Cold War, Col Hoy was recognized as a pioneer and awarded the prestigious Space Pioneers Medal. He is survived by his daughter, Wendy Reader of Melbourne, FL; son, James Hoy of Palm Bay, FL; companion, Alexandra Wanman; brother, Jack Hoy of Edgefield, SC; grandson, Christopher Hoy Ennis; and great-grandson, Tyler Ennis. Burial will be in Arlington National Cemetery on January 5, 2004 at 11 a.m. Donations can be made to the American Heart Association.
