TED PHOENIX of Dumfries, VA, suffered a sudden heart attack and passed away on September 16, 2004, while traveling in Kansas City, MO. Mr. Phoenix is survived by his wife of 35 years, Frances J. Phoenix. He is also survived by a daughter, Kelly P. Wheeler and husband John of Radford, VA and their children, Katy, Luke, Michael and Caroline; a son, Kevin A. Phoenix and wife Shawna of Gloucester, MA and their daughter, Willow; and a sister, Ronnie Peterson of Star Lake, NY; as well as numerous nieces and nephews. Mr. Phoenix was born in Mount Vernon, NY on September 20, 1942, the son of Edward and Veronica Phoenix, was a decorated veteran of the Vietnam Conflict and retired from active duty in the United States Navy as a Commander in 1992 after a 25-year career. He had since spent his work life developing and deploying the Goverment Emergency Telecommunications Service and Wireless Priority Service for SAIC in conjunction with the Department of Homeland Security. Outside of work, Mr. Phoenix was a longtime advocate and dedicated contributor to the growth of scholastic rowing in the greater Washington area. His passion for Crew began in 1983 as he helped Potomac High School grow its fledgling program, continued to the regional level with various leadership positions with the National Capital Area Scholastic Rowing Association (NCASRA) and one of it's predecessors, the Northern Virginia Scholastic Rowing Association. He was currently the President of NCASRA, on the Board of Directors of the Scholastic Rowing Association, and his long and successful involvement with rowing was recently capped with his election to the Board of Directors of USRowing, which served and promotes the sport of rowing on all levels, and selects, trains and manages the US Olympic Rowing Team. The family will receive friends Wednesday, September 22 from 2 to 4 and 7 to 9 p.m., with a Wake Service at 8 p.m. at THE MOUNTCASTLE FUNERAL HOME, 4143 Dale Blvd., Dale City, VA 22193. A Mass of Christian Burial will be celebrated at 11 a.m., Thursday, September 23, at St. Francis of Assisi Catholic Church, 18825 Fuller Heights Rd., Triangle, VA 22172. Interment with Military Honors will follow at Quantico National Cemetery. In lieu of flowers, memorial contributions may be made to NCASRA, PO Box 23042, Alexandria, VA 22304; or the American Heart Association, PO Box 5216, Glen Allen, VA 23058-5216. My deepest sympathy to you and your family. Ted was such a positive force to all who knew him. He will be greatly missed. I remember the many times he came to events at Graham Park and the laughs we shared. It takes a very special man to chaperone a middle school dance because his wife taught there, and he wanted to be with her. To do it again and again for the same reason, always smiling,is extraordinary. Thank you for sharing him with us.

Ted was one of a kind. He touched so many lives. It was my pleasure to call Ted one of my best friends. He was been someone that I have leaned on and looked up to for more than 20 years. God puts a few exceptional people on earth and Ted was one of them. I will keep you all in my prayers for ever and I know that Ted will be watching over you and the kids forever. Those grandchildren were the lights of his life.

I have had the pleasure of knowing Ted for alot of years, back to the mid 80's when I was rowing and my mom became involved with the rowing community and NCASRA. Though I didn't know Mr. Phoenix, his wife Fran was a favorite teacher of mine at Graham Park Middle School several years ago. My parents and my brother Mike spoke highly of Mr. Phoenix, as they knew him through their mutual support of and involvement with Potomac HS crew. I was very saddened tonight to hear of his loss and my thoughts and prayers are with Mrs. Phoenix and her family in this tragic and unexpected loss. May you all be surrounded by love and fond memories through this difficult time.
