Frank Mulvey Obituary
On October 18, 2025, Francis "Frank" Patrick Mulvey passed away peacefully at his home in Bethesda, Maryland. He was born in Astoria, New York, on May 5, 1944, to Ethel and Francis T. Mulvey.
A quick mind and boundless curiosity guided his life and career. His sharp intellect earned him scholarships to Xavier High School and New York University in New York City. He continued on to earn his master's degree from the University of California, Berkeley, and his Ph.D. in transportation economics from Washington State University.
Frank began his professional life as a professor of economics, teaching at Bowling Green State University, Wheaton College Northeastern University, and the University of Maryland, where he was known for his enthusiasm and humor in the classroom.
Leaving full-time teaching, he moved to Washington, DC, to pursue public service, first joining the General Accounting Office. Frank went on to serve on Capitol Hill as a staff member for Congressman James Oberstar, contributing his expertise to national transportation policy. He was appointed by President George W. Bush to serve as a Commissioner for the Surface Transportation Board, which provides broad economic regulatory oversight of the railroads, a position he held with distinction until his retirement at age 70.
Frank's life was high energy, fueled by curiosity and a sense of adventure. He loved to explore, and traveled extensively throughout the U.S. and Europe, as well as trips to Asia, Africa and South America. He cooked memorable meals for family and friends and made sure to read the comics and complete the daily crossword puzzle. A fast talker with a quick wit and an endless appetite for learning, he thrived on spirited discussions with colleagues, friends and family, often accompanied by good food and wine.
Frank is survived by his wife of 51 years, Petra (Huntley) Mulvey; his son, Conor Mulvey, and daughter-in-law, Tanya; and his cherished granddaughter, Daria Mulvey. He was predeceased by his parents, Ethel and Frank Mulvey, and his brother, Robert Mulvey.
Frank will be remembered for his brilliance, humor, and zest for life. He will be deeply missed by all who knew and loved him.
A memorial gathering and reception to honor Frank's life and legacy will begin at 11 a.m. on December 13, 2025, at Joseph Gawler and Sons, 5130 Wisconsin Ave. NW, Washington, DC.
